Early Times Report
Jammu,Feb 16 :Will New Delhi concede the demand of withdrawing troops from civilian areas? And, will it revoke Armed Forces Special Powers Act (AFSPA)? The questions haunt mainstream and the separatist circles alike.

According to reports, Chief Minister, Omar Abdullah has been repeatedly urging New Delhi to consider reduction in troops. However, reports said New Delhi was under tremendous pressure from security agencies especially the army. Pertinent to mention army has ruled out reduction of troops and revocation of AFSPA at this point of time and

Those among the NC, PDP and the separatists who believe that peace was linked with the reduction of troops treat the current Army Chief's visit to Jammu and Kashmir as part of the Government's plan of ordering withdrawal of some companies of troops from within the state.
Reports said the Army commanders during their meeting with the Army Chief have not favoured any major reduction in the deployment of troops within Jammu and Kashmir despite the fact that the security situation in the state had shown signs of improvement.

Reports said that the senior Army functionaries want the Government to wait for another couple of months to have a clear understanding of the situation. Once the Army functionaries express satisfaction over the improving situation, they may give the nod for troop reduction.

The Chief Minister has conveyed to the Union Home Minister that the situation could further improve when troops were withdrawn from within the civilian areas and there was every possibility for marked drop in human rights violations in the state.

The Army Chief, reports said is likely to brief the Defence Minister whose views were to be sought before the centre okayed withdrawal of troops and the repeal of the AFSPA.
Reports said the withdrawal of troops and the repeal of the AFSPA would be carried out in a phased manner with pull out of the troops beginning from Srinagar city, Jammu, Kathua, Budgam and Samba districts.
