Consensus eludes on SVC chief, two Information Commissioners...?
Selection panel meeting scheduled today deferred again

Jammu, Feb 17: It is no new story to explain the ' working style' atypical of the coalition government in J&K. On expected lines, it happened once again. State government first proposed the date for having a crucial meeting to select three high level functionaries for two vital Commissions only to defer it, something which has been seen as a routine practice in the past as well. The meeting of the high level selection committee to select the chairman for the State vigilance commission and two information commissioners for the State Information Commission which was convened tomorrow, February 18 has been postponed.
While the task of selecting two Information Commissioners was kept pending by the Selection Committee during the last meeting, sources said government decided to select the name of the Chairman of SVC, which became mandatory following a nod given by the Governor to the Bill that was passed last budget session for creation of State Vigilance Commission in the state. The three member selection committee which is also authorized to select vigilance commission chairman include Chief Minister Omar Abdullah, Deputy Chief Minister Tara Chand and Peoples Democratic Party president Mehbooba Mufti in her capacity as the leader of Opposition.
It is pertinent to mention here that the Selection Committee which earlier on deferred the meeting twice for selecting CIC and tow ICs for State Information Commission finally met on January 27 but 'managed' to select only GR Sufi, the Income Tax officer for the coveted post of Chief Information Commissioner. Though the government has prepared a panel of names for other two Information Commissioners as well, but the names could not be finalized due to lack of consensus on few in the panel.
The Committee however decided to meet again before the budget session begins to select the two Information Commissioners so that it could start functioning without further delay. The date for this meeting was kept for February 18 and conveyed to leader of the opposition but it has again been deferred for unknown reasons for indefinite period as the new date nearing budget session has yet not been fixed or conveyed to the PDP leader, sources confirmed.
Sources also indicated that one of the reasons for deferring tomorrow's meeting is that government has not yet prepared a final list of probable and deserving names for the chairman of State Vigilance Commission which it wanted to clear in this meeting as well along with two Information Commissioners. The general Administration Department had recently through its notification informed the intent of the government to formally set up the Vigilance Commission in the state following nod to the Bill by the Governor . However, sources said even as the government desires to have this functioning as early as possible, consensus even between the two alliance partners eludes over selection of an officer for the post of Chairman of Vigilance Commission.
The Commission is being set up to inquire into the offences of corruption by public servants in the State and a Bill was passed last year by the government for this purpose.
"A bill provides for the constitution of a State Vigilance Commission (SVC) in J&K to inquire or cause inquiries to be conducted into offences under the Prevention of Corruption Act, Samvat 2006 by public servants, employees of corporations, government companies, societies and local authorities owned or controlled by the government", Law and Parliamentary Affairs Minister Ali Mohmmad Sagar said while introducing the Jammu and Kashmir State Vigilance Commission Bill, 2010 in Legislative Assembly on March 26 last year.
As per the provisions of the bill, apart from Chief Vigilance Commissioner as its head, the Commission will have two Vigilance Commissioners as its other members. It is pertinent to mention here that J&K does not fall under the jurisdiction of the Central Central Vigilance Commission as the state enjoys the special status under Article 370 of the Indian Constitution, which is why the state government has enacted a law for establishment of its Vigilance Commission.
