JAMMU, Feb 18: Kashmiri leaders are not only speaking but they are also acting. They are acting to the extent that the authorities in New Delhi are left with no other option but to contemplate measures aimed at addressing the issues the Kashmiri leaders have been raking up and articulating. New Delhi has gone to the extent of appointing interlocutors to find ways and means which could address the issues being raked up by the Kashmiri leaders. The issues being raked up and articulated by Kashmiri leaders range from autonomy to self-rule to freedom to what not.
New Delhi has been left with no other choice but to find ways and means which could generate more employment in Kashmir and which could ensure the employment of Kashmiri youth in the Central services, notwithstanding the fact that the number of employees in Kashmir is two times more as compared to the number of employees in Jammu province belonging to Jammu province. The Kashmiri leaders have spoken and acted to the extent that New Delhi sometimes feel it imperative to concede even such demands as demilitarization.
During the past few days, a number of Kashmiri leaders have become suddenly very active. They have not only attacked the country and its political system and demanded from New Delhi what they stand for, but have also sought to influence the Indian public opinion by putting forth such formations as, for example, the Kashmiris suffer political and psychological pain, economic deprivation and political disempowerment. There are reasons to believe that the authorities might endorse such ill-motivated formulations in their desperate bid to keep the Kashmiri leaders and their constituencies in good humour. The authorities in New Delhi are as they are. They can do anything to fulfill the communal and separatist urges of Kashmiri leaders.
Compare the attitude and methodology of Jammu leadership with that of the Kashmiri leadership’s and you would find the difference. The Jammu leadership only reacts. The Kashmiri leadership sets the agenda and the Jammu leadership issues statements opposing the Kashmiri agenda. The Jammu leadership has in a way abdicated the whole responsibility to smaller social and political groups and student organizations to actually mobilize public opinion, organize demonstrations and protests. It has been happening since long. It happened in 1998 and it has been consistently happening since 2008. The issues range from the establishment of Central University in Jammu to the appointment of a local Vice-Chancellor to proper share in the service sector, professional institutions and Kashmir Administrative Services. The political parties, which have its members in the legislature, seldom support those raking up Jammu-specific issues. On the contrary, some of them try their best to sabotage the cause to prove their loyalty to Kashmiri leadership.
The question is not whether the Kashmiri leaders would get what they want. The question is they rake up issues, establish connections at right places and lobby for, thus making everyone who matters in New Delhi believe that the Kashmiri Muslims are a very sensitive people and that it would be suicidal to ignore their sentiment. The Jammu leadership behaves as if its only duty is to oppose or support what the Kashmiri leaders say and demand. It’s because of this attitude that Jammu has suffered and suffered immensely. The extent of the suffering of the people of Jammu province because of the negative/hostile/irresponsible attitude of their own leadership could be determined from the fact that the Kashmiri leadership banned in 2002 delimitation of assembly constituencies for a long, long time to come with the full backing of those who masquerade as champions of Jammu, BJP and Congress included.
This is the difference between Kashmiri leaders and Jammu leaders. Jammu leadership has to make up its mind what it stands for. Politics of reaction would not do. It would harm the Jammu leadership and it would harm the people of Jammu province even more. Learn lesson and act, set the agenda and force others to react. Do it and see the result.
