Why does Govt expect agitation in summer?

Jammu, Feb 18: The Director General of Police (DGP) chaired a meeting here today and urged the police to take stern action against unscrupulous elements “likely to create trouble in summer”. The National Conference and the Peoples Democratic Party (PDP) shall be discussing future strategy tomorrow (February 19). Both these parties are expected to discuss the ‘forthcoming’ summer agitation as well.
How do they know that Kashmir is going to witness trouble yet again this summer? Surprisingly the separatists seem least bothered about the agitation that the government expects in summer.
The Mirwaiz led Hurriyat issued a statement this evening and made no mention of the `proposed’ agitation. The conglomerate expressed concern over arrest of innocent persons across Kashmir. “Indiscriminate arrests and reckless use of PSA” have been equaled to genocide by the conglomerate.
The Geelani Hurriyat has rejected the rumors of another agitation this year as ridiculous. Geelani said the rumor was spread by unscrupulous elements.
The police have taken into custody Mushtaq-ul-Islam of Muslim League (ML) and Shakeel Ahmad Bakshi of Islamic Students League (ISL) besides scores of persons from various parts of the summer capital. Both the leaders did not take any part in the last year’s agitation. Shakeel was active on the Facebook while Mushtaq is desperately trying to keep his group intact. His group shrunk considerably after Masrat Alam deserted, rather ousted him a few years ago.
Nocturnal raids and arrest of youth have created a fear psychosis in the city. People by and large support the preventive measures taken by the police and the civil administration. However, “unleashing a reign of terror” in the garb of preventing a future agitation irks them. “The government must keep its eyes wide open. Any mistake will prove disastrous. If the present trend continues then people may not wait for summer”, said a Hurriyat activist.
