Hefty pay, perks for no qualification Matriculates, HSS pass dominate lower house

JAMMU, Feb 18:
‘Padoge-Likhoge Banoge Nawab, Kheloge Koodoge Hoge Kharab’ roughly means ‘Education would bring success and too much of sports spoil one’s career prospectus.’ Perhaps this oft repeated saying has no bearing on the fortunes of about one-fifth of our legislators in the Lower House of the State Legislature as they never attended college
but still enjoying every privilege of life.
Out of total 87 MLAs in the Jammu and Kashmir Legislative Assembly, not to talk of higher qualification a good number of MLAs do not have a graduation degree.
Seven legislators in the House have attained qualification upto the level of higher secondary, eight of them are only matriculates and astonishingly two of our ‘honourable’ MLAs are not even matriculates. PDP MLA from Shopian Abdul Razzak and ruling National Conference’s nominated legislator Bimla Luthra are the two members of the lower house who do not have matriculation diploma in their qualification
kitty.
Congress MLAs Krishan Bhagat representing Chenani Assembly Constituency and Abdul Majeed Wani from Doda, BJP’s Jugal Kishore and Choudhary Sukhnandan MLAs from Nagrota and Marh segments respectively besides NC MLA from Badgam Aga Syed Ruhullah Mehdi, who is also a cabinet minister, PDP’s Zahoor Mir from Pampore, NC MLA from Kalakote, Rashpal Singh have qualification up to the level of higher secondary level.
The MLAs who are just matriculates include BJP’s Durga Dass, Bharat Bhushan ‘Bodhi’ and Baldev Raj Sharma representing Hiranagar, Raipur-Domana and Reasi Assembly segments respectively, Peer Afaq Ahmad of NC representing Zadibal, PDP legislat or Mohammad Khaleel Band representing Pulwama constituency, former minister Ghulam Mohammad Saroori MLA Inderwal and senior Congress leader Choudhary Mohammad

The irony of the fate is that even as lakhs of unemployed youth in the state, who are well qualified and have technical degrees in their possession, are sitting idle in a hope to get government jobs. However, these legislators are receiving hefty pay, perks and all VIP
privileges besides involvement in the law making process of the state without having higher qualification. Not to forget, the salaries of legislators in all likelihood will be
enhanced further as a bill to increase their wages is expected to move in the upcoming budget session. It is worthwhile to mention here that some of the members of the lower
House have expressed their concern over the qualification of their colleagues from time to time.
Panthers Party MLAs Harsh Dev Singh and Balwant Mankotia moved private members’ bills in the state Assembly on two occasions to ensure minimum qualification yardstick to the level of graduation but the House rejected the bills with voice vote.
