Panchayat polls, budget session on mind, NC working Committee to discuss strategy | Review of report sought from district, zonal presidents | | Early Times Report Jammu, Feb 18: Even as the ruling National Conference is terming convening of its Working Committee meeting as a matter of routine to take assessment of certain key issues in the state, the timing chosen by the High Command to call this meetings is certainly indicative of many things beyond routine. Ensuing budget session and the Panchayat polls on mind the Working Committee which has senior most members on board, will discuss the strategies to be adopted by the party in both the vital political matters.
According to sources the Working Committee meeting has been convened by the High Command in order to have threadbare discussion on these issues and elicit viewpoint , opinion of all the members as to how the party should go about and have pre dominant role so as to safeguard its interests and at the same time address the political constituencies while keeping intact and alive the political ideology of the party. Sources said discussing these issues has become all the more important in wake of the fact that it shares power with Congress in the state whose political ideology and interests do not match with NC.
The Working Committee meeting which apart from all its members will be addressed by both Union Minister Dr Farooq Abdullah and Chief Minister Omar Abdullah besides Secretary General Sheikh Nazir will primarily discuss the Panchayat polls and the strategy to be adopted by the party in the areas where it does not enjoy political clout. Even as the ruling coalition has decided to contest the polls on non party basis, sources said Congress is still reluctant to go ahead with this strategy in Jammu where it enjoys sound political base and support. While that matter will be sorted out by the ruling allies in due course of time, the NC its Working Committee will have a review of the report High Command had sought during the last meeting from its ministers, MPs , District and zonal presidents to have a feedback of their respective areas about ground situation. This report, sources said would enable the High Command to gauge and assess the mood and preparedness of the cadres and workers in these areas in particular and across the state in general.
Sources also said that in a bid to maintain dominance in the areas where it has political clout and also make inroads in places where it lacks presence at Panhayat, block and district board level, the NC would seek the suggestions of its political stalwarts in the panel who are drawn from various regions and districts of the state. On the basis of these suggestions, the party would accordingly draw up the strategy as to how it would go ahead with contesting the polls. Second most important issue that would come up during the meeting would be the party’s strategy to be adopted in the forthcoming Budget session in defending the policies and programmes of the government. Even though NC is a ruling party, its worries are compounded not only on account of an aggressive opposition, mainly PDP but dilemma is also on account of Congress as its ally, which may not come up in support of certain matters in the House that are close to political ideologies and core issues of NC in terms of addressing its constituency. It is in the backdrop of this dilemma, the NC members would discuss strategy in order to avoid any possible embarrassing situation in both Houses of the Legislature. There are certain key bills pending , some with select committee, which were essentially moved or introduced by the NC. The Working Committee may also discuss these bills and seek suggestions how to push ahead the matters related to these bills, sources added. Apart from these issues the Working Committee will also take up the issue of political situation in state, in terms of unrest last year and the recent developments related to militancy related incidents in Valley. Main rival PDP’s strategy in raking up these matters much to its political advantage would also be looked into and discussed so as to counter the party both inside and outside the House.
