Omar rules out differences with Centre on AFSPA, DAA review
Says state govt, Center on same page in ‘thought process’

Jammu, Feb 19: Two days after the Defence Minister AK Antony gave antagoninsing remarks and expressed reservations with regard to revocation of AFSP and Disturbed Areas Act in J&K, the Chief Minister, Omar Abdullah today ruled out any differences on what he said ‘the thought process’ between the Centre and the State government on reviewing of the same in certain parts of state where the incidents of militancy have registered sharp decline.
“We are keen to revoke the implementation of these laws and see restoration of normalcy in this direction…….but we cannot expect change overnight as things are being reviewed in accordance with situation ground……..any decision has to be taken while taking keeping security considerations on mind…”, said the Chief Minister while addressing media at party headquarters this evening. Contending that there were no differences between state and centre, Omar claimed his government enjoys full support of Prime Minister Dr Manmohan Singh, UPA Chairperson, Home Minister and Defense on the issue of gradual easing of provisions of AFSPA in the areas where there is no requirement of such powers. “ We (state government and Centre) are on same page as far as the thought process is concerned…….”, he asserted adding that changes in the provisions of both the Acts cannot be made in hurry ,instead needs thorough and careful examination of all factors.
“In fact the two committees of the Unified Headquarters constituted to look into the issue and identify the areas for this purpose are working in complete conformity with the recommendations made by the Union Cabinet Committee on security” Chief Minister said adding that the State Government wants to move forward in this matter inconsonance with the Union government. Omar said it is the state government which is authorized to review and take steps ultimately and it doesn’t need recommendations of other Committees from outside.
The Chief Minister stated this while responding to queries of media persons after he along with President National Conference and Union Minister for New and renewable Energy Dr. Farooq Abdullah gave a press conference on key points of party’s Central Working Committee meeting held in the morning. Claiming there were no differences between allies on Panchayat polls,Chief Minister said that State cabinet has given its approval to the elections in the State after giving due consideration to the recommendations of Cabinet sub-committee constituted to look into the issue of 73rd amendment of the Panchayat Act vis-à-vis the State Panchayat Act.
On a query related to nomination of Chairman to the District Board, the Chief Minister said that Chairman for District Board will be nominated by the state government in order to ensure better implementation of State Plan Allocations, monitoring of expenditures and to oversee execution of state and centrally sponsored schemes in the districts. “The Vice-Chairman will be elected through the three tier Panchayat Raj and will be empowered to look after the interests of the people of the district”, he added.
