Stage set for confrontation on payment of arrears Employees adamant, Omar reasons empty coffers | | | Syed Junaid Hashmi Early Times Report JAMMU, Feb 20: Stage is set for showdown between the employees and the state government over the latter’s inability to clear pending arrears of the 6th pay commission within a stipulated period of time. Employees have called for striking work and holding protest demonstrations at the district headquarters all over the state on February 21 and if their leaders are to be believed, this is just the beginning of a long drawn battle. Leaders have already finalized the arrangements and pleaded with the employees to make the programme success. On the other side of it, Chief Minister Omar Abdullah too made intentions of the government clear, appealing the employees not to resort to path of confrontation. He further told them that government was making every possible effort for getting financial assistance from centre for payment of arrears. Speaking at a function in Srinagar, Omar expressed inability of the government in paying arrears to around 4.5 lakh employees. He stressed that finance ministry is in close liaison with the centre and is making knee deep efforts to get required funds from the centre. “We cannot deduct Rs 4200 crore from the annual plan. We are generating a meager revenue of around Rs 3500 crore and we have to pay Rs 9,000 crore annually as salary and Rs. 2000 crore as Pension to the employees,” Omar said. He maintained that government placed the roadmap for paying arrears to the employees before them. “They have to decide whether to accept the government roadmap or reject the same for no reason,” said Omar. However, he assured the employees that as and when government receives money from the centre, arrears would be cleared. Rejecting Chief Minister’s plea, employee leaders accused Chief Minister of deceiving them. “We were expecting release of arrears but the Chief Minister is just making promises and doing nothing practically,” said an employee leader while talking to Early Times. He added that employees will go ahead with their protest programme at all cost. “We are going to stage protest demonstrations outside civil secretariat in Jammu and Divisional Commissioner’s office in Srinagar to press for our demands,” added the leader. President of Employees Joint Action Committee (EJAC) Abdul Qayoom said that aggrieved employees will hold protest demonstrations outside the civil secretariat in Jammu. “Protest would also be held outside the offices of respective Deputy Commissioners across the district headquarters,” added Qayoom. In Jammu, employees have been asked to assemble near Hari Singh Higher Secondary where from the demonstration will be taken out to secretariat and in Srinagar the demonstration will be taken out from CAPD office. Leaders warned that if their demands are not met, employees would be forced to disrupt assembly proceedings They alleged that two ministers in the Omar Abdullah’s cabinet are not allowing the Chief Minister to take a decision in favour of the employees. Leaders further said that if the two ministers do not stop creating problems, things are likely to worsen in the days ahead. “They are weakening Chief Minister Omar Abdullah,” added a leader.
