‘Tribal Policy’ to be formulated on National Pattern

Jammu, Feb 20: Pleading vigorously to formulate a comprehensive Tribal Policy for Jammu and Kashmir on the prototype of “National Tribal Policy-2006” the Schedule Tribe Gujjars of state today urged to set up a framework for the tribal population to move according to their own genius in a system of self-dependence.

In a letter to State Chief Minister Omar Abdullah the Tribal Research and Cultural Foundation-a Frontal organization of Gujjar demanded that while sharing the benefits of development with all twelve tribal communities of J&K, state have to initiate steps to preserve the immense diversity by retaining the best elements of their tradition, cultural life and ethos alive for all generations to come.

Giving details , Dr. Javaid Rahi Secretary Tribal Foundation said that tribals in Jammu and Kashmir are facing a number of hardships and issues like dispossession of land, violence, poverty, loss of identity including their languages/ dialects and we through a letter pleaded for a comprehensive and visionary Policy for tribal which can restore the confidence among tribes.

The letter reads the Constitution of India and Reservation Act J&K 2005 contains several provisions for the protection and development of Scheduled Tribes but due to non existence of a single tribal policy in State which protect, preserve and development of Scheduled Tribes in an integrated and holistic manner, the tribes especially Gujjars-Bakerwals- which constitute more then 80% of total tribal population of State, are lagging behind in every field of life. .A comprehensive policy if formulated can facilitate translation of the Constitutional safeguards in to reality, with simultaneous socio-economic development, he said.

The letter further reads J&K tribes are facing a number of pressure like –Forest Interface in areas belongs to them , Displacement and issues of Rehabilitation, besides Enhancement of Human Development Index, Creation of Critical infrastructure, protection from Violence and terrorism manifestations, Conservation & Development of Particularly Vulnerable Tribal Groups (PTGs), need adoption of Tribal Sub-Plan (TSP) Strategically, Political Empowerment at grass root level, Gender Equity, preservation of Tribal Culture & Traditional Knowledge, proper share in administration of Tribal Areas.

Other than Gujjar Bakerwals, the Bot, Beda, Moon, Garra, Changpa, Shina/ Brokpa, Balti, Purigpa, Gaddi and Sippi tribes are also listed as Schedule Tribe Communities of Jammu and Kashmir.
