BJP protests in support of implementing 73rd, 74th amendments | | | EARLY TIMES REPORT JAMMU, Feb 21: As part of its District level protests in support of implementing 73rd and 74th amendments of the Indian Constitution before holding elections to Panchayats and local bodies, Jammu District BJP under its district President Rajesh Gupta held dharna outside Press Club here today. BJP State President Shamsher Singh Manhas, while addressing the party activists sitting on dharna, said that we live in a state where successive governments have never been sincere in ensuring democracy to flourish at the grass-roots level. The same can be well judged from the fact that elections to the Panchayats were held in 1958, 1962, 1974 and 2002, just four times in 63 years. Similar has been the case with regard to local bodies. The Parliament of India affected amendments to the Indian Constitution with a motive to give more powers to Panchayats and Local Bodies in the year 1992 and same were implemented in every state except Jammu and Kashmir for political considerations. Leader of Legislators Party Prof Chaman Lal Gupta, in his address, said that the best means for any government to reach the masses at grass-roots level is three tier system of democracy. He said that although we boast of being the largest democracy in the world but unfortunately the democracy in J&K has been confined to limited level, which is not good for the people. National Executive Member Dr. Nirmal Singh, on this occasion, said that stoic silence on part of the Congress is a clear indicator that this party has least concern for democratic institutions to grow and reach the masses. MLA Ashok Khajuria said that there seems a rat race between the NC and PDP to prove as to which one is more committed towards the ideology of separatists and anti-national elements and the role of Congress too is also not good as far safe-guarding the national interests in the state. Instead of working to implement the 73rd and 74th amendments in the state, these parties are raising slogans of autonomy, self-rule, Azadi and pre-1953 status rather than using their energy for resolution of the problems being faced by the people. Other party leaders also addressed the party activists on the occasion.
