India in an advantageous position, can set things right in Kashmir- I

JAMMU, Feb 20: Indian position in Kashmir was never so strong as it has been, particularly since January 2 this year, when certain Kashmiri separatists acknowledged publicly that their movement had not led them anywhere, that their movement had only created more graveyards in the Valley and that the Kashmir-based intellectuals should come forward and advise them so that they could reach their goal. What they said was a reflection on the ground realities in Kashmir and one of the realities was that the people of Kashmir by and large want peace and long for a situation under which they could carry out their day-to-day activities unhindered. What they said also established that Kashmiri leadership is in complete disarray and that it needs someone who could save their sinking boat.
The Government of India should have used this disarray to its advantage, but it didn't do that. Instead, it provided all moral and political support to the demoralized and desperate Kashmiri leadership by making certain statements, which indicated that New Delhi wants to surrender or abdicate its responsibility in Jammu & Kashmir. So much so that it allowed elements in the establishment in the state to behave in an irresponsible manner. The result was that it frittered away the opportunity and re-created an environment under which the Kashmiri leadership would again play its anti-India shots. The interlocutors also contributed to the mess in their own way. Is this the statecraft? Is this the way the institution of the state behaves and functions?
If the Kashmiri leadership has been in complete disarray, the situation in Pakistan has been no different in Pakistan. Pakistan, which is an unnatural formation in every respect and has over the period become an epicenter of global terrorism, has been finding it extremely difficult to keep itself intact. There is political instability and the relations between the four provinces are far from cordial. In fact, Sindh, Baluchistan and North West Frontier Province (NWFP) are virtually up in revolt against Punjab. It is the Punjabis, who like the Kashmiri Muslim leadership, control everything - army, political and economic institutions, trade, transport and vast tracts of fertile land, in fact, everything, with Sindh, Baluchistan and NWFP getting only crumbs.
During the last few years, Pakistan has witnessed the Islamabad-created and Rawalpindi-controlled terrorist organization blooding and convulsing the Pakistani scene umpteen times. Islamabad, Rawalpindi and Lahore too have witnessed bomb blasts resulting into several deaths. Not only this, Islamabad has been taking recourse to aerial bombardment to control the situation in the restive frontier areas. In the process, thousands and thousands of Pakistani have lost their lives. Pakistan has also been witnessing displacement of civilians from time to time. All this has been happening despite the fact that the Army, the ISI and the terrorist organizations are working in tandem.
During the past few years, Pakistan has also witnessed violent clashes between Sunnis and Shiite Muslims. In fact, almost every Friday witnesses suicide bombers attacking the mosques and taking away several lives. Within Punjab itself, there are several religious sects whose followers are clashing with one another, thus establishing that schism has gripped even Punjab. The story of Sindh, NWFP and Baluchistan is no different. No one seems to be in command and apply brakes. It's all anarchy.
It's a different matter that Islamabad continues to poke its nose in Afghanistan and Kashmir for reasons not really difficult to understand. It feels that China and the United States would always help it militarily and financially because of their own geo-political interests in the region - Central Asia - despite the fact that both China and America would want to neutralize each other's influence in the region. Pakistan forgets that its over-dependence on China and America has been adversely impacting its own sovereign status. Remember, both China and America have established their foothold within Pakistan itself. (To be concluded)
