Interlocutors to submit ‘initial report ‘within two weeks | Report to incorporate separatist proposals too | | Early Times Report Jammu , Feb 23 The interlocutors appointed by centre will finally submit what they called as initial report based on their findings and observations during four months long assignment in Jammu Kashmir. The initial report apart from the reflections of the mainstream political parties and other use will also incorporate the five point formula suggested by separatist’s hardliner Syed Ali Shah Gilani and also the proposals of other senior separatist leaders with regard to settlement of Kashmir issue. Notwithstanding the fact that separatist have not come on boards in terms of holding talks with interlocutors as yet the later will include their viewpoints and proposals that have been expressed particularly in the after math of last years summer unrest in Kashmir Valley. This was indicated by three interlocutors today while they spoke to media in the winter capital before leaving for Srinagar today. Elaborating the interlocutors said that the initial reports shall have NC’s autonomy, PDP’s Self Rule, Sajjad Lone’s ‘Achievable Nationhood’, the proposal of the Awami National Conference and recommendations of the 5th Working Group headed by Justice Sagheer Ahmed, besides inputs gathered during their five visits to Jammu and Kashmir as main political component . “ The separatists have not so far come forth for the talk with us …. They have not showed any response or inclination either ….nevertheless we have not given up the hope” said Dileep Padgaonnkar while reiterating the keenness of their team to hold dialogue with the separatists. It may be mentioned that Interlocutors have time again and again laying thrust upon the need to include separatist in their interaction so as to know what’s is in their mind visa-vis solution to Kashmir problem. Padgaonnkar even hinted that if separatist were interested to hold talks with them without any media glare, they were ready for that also. Padgaonnkar who is leading three member’s team before concluding their fifth visit to the state maintained that all these months they have tried to talk to a wide section of people and all concerned quarters in order to have proper understanding and grasp of the varied aspirations.” Our four month along engagement has enabled into gather adequate details which will form the basis of the initial report”, Padgaonnkar said. Though we have extended formal initiatives to all the separatist leaders but we have not received any positive response from any of them. We are eagerly awaiting for the same “Padgaonnkar adding that the interlocutors were ready to meet them at any time and any place they like. Referring to the troop reduction the chief interlocutor said that it could be addressed after the army and local authorities review of overall security situation in Kashmir. “We hope after they take this review it would be possible to have deployment of the forces wherever it is requires”. Padgaonnkar said however he also added that there was need to take into the account threat perceptions still prevalent at many places even as the violence has reduced.
