Panthers to decide whether it will boycott Governor's address or not
2/24/2011 8:49:42 PM
EARLY TIMES REPORT
Jammu,Feb 24 :-Senior leaders of the Panthers Party are to meet shortly to discuss whether they will boycott the Governor's address to the state legislature on its opening sitting on February 28 in Jammu.
The budget session of the state legislature is to begin with the formal Governor's address.
According to the working chairman of the Panthers Party Harsh Dev
Singh,"we will meet shortly to frame the strategy we shall adopt
during the budget session."
"We have not yet decided whether to boycott or attend the Govenor's
address to the state legislature,"he said adding it would be taken in
the meeting of the three MLAs with senior party functionaries.
In reply to a question Harsh Dev said "If we boycott the Governor's
address to the state legislature it will not be against N.N.Vohra but against the state Government's ommission and commissions and its
nonperformance which had been responsible for growing problems to the people.
Answering another question he said that he would move a bill seeking amendment to the state constitution so that a fresh delimitation
commission was set up for redrawing Assembly segments with the purpose of increasing the number of constituencies in the Jammu region in view
of its more area and population than the Kashmir valley.
Harsh Dev explained that the Kashmir centric successive state
Governments had been responsible for aggravating the level of discrimination of the region of Jammu.
One of the factors responsible for this discrimination was the lesser number of Assembly constituencies than the Kashmir valley.
He said "we plan to seek amendment to the state constitution to reverse the constitutional provision under which fresh delimitation
commission can not set up till 2026,"he said adding "it is a great injustice to the people of the Jammu region."
The Panthers party will also seek a white paper to be issued by the Government on reasons that led to poor share of Jammuites in the state services. It would seek Government's commitment on removing this discrimination
