| Early Time Report RAJOURI, Feb 25: Public health and engineering department (PHE) Rajouri has utilized 100 percent funds allotted to it for current financial year though nothing much is visible on ground. PHE is perhaps first department of the state which has utilized all the funds allotted to it though only in papers. Official sources disclosed that Public Health Engineering division Rajouri has prepared the expenditure report of at least Rs. 25 crores of funds allotted to it for the financial year 2010-2011. Sources said that an amount of Rs. 14.50 crores was spent by department till January 2011 and an additional amount of Rs 9.50 crores was allotted to the said division only a month ago. Official sources said that officials of the department have prepared expenditure report of the whole amount allotted to it last month. “It is not possible to spend such a huge amount in such a short time. No new scheme has been constructed and most of the amount has been diverted to the schemes already closed which are another violation of the set norms,” said an official of the department. He added that about five to seven people were involved with this whole game. An engineer of the department told this correspondent that he was also asked to prepare the papers of restoration of damaged schemes but he refused to do so. “Our department has already been in news in the past years and many things and issues are still under investigation. I have an apprehension of one more trouble this year. Therefore, I refused to be part of any such game” he said. Giving details, official sources said that a group of engineers including juniors and seniors made it possible with the mutual consent. They used a technique of spending most of the money on restoration and repairing of the old existing schemes. And most of the money allotted against the particular schemes was diverted to those schemes which have been already completed and closed in the records of department. Pointing towards large scale irregularities committed by the officials of the department, sources said there was no provision of diverting the funds of a particular scheme to the other schemes. However, when contacted Executive Engineer PHE division Rajouri, he refused to give the details saying that he was some busy with official work and advised this journalist to come his office any free time.
