Will Pillai-Zaman talks set stage for better Indo-Pak ties? | | | Now that Islamabad has agreed to send its interior secretary,Ch.Qamar Zaman,to New Delhi on the invitation from the Indian Home Secretary,G.K.Pillai,for a two-day meeting as part of the resumption of the bilateral dialogue it may be too premature to expect positive results from this interaction.In fact New Delhi has been responding with a dose of sincerity whenever Islamabad makes consistent pleas for the resumption of the composite dialogue which had been stalled during the last over two years as India's reaction to the terrorist attack in Mumbai in which about 169 people were killed. If the post-Mumbai attacks events are taken into account Pakistan does not seem keen to make amends for the terror attack which had emanated from the soil of Pakistan. Had it been sincere in doing so it would have, by now, initiated firm action against the perpetrators of the Mumbai carnage that are believed to be roaming freely in Pakistan. This very lack of sincerity on the part of Islamabad is said to have delayed resumption of the composite dialogue. Islamabad has not so far conceded two other demands of India. It has not dismantled the terror infrastructure that exists in Pakistan and occupied Kashmir in the shape of arms training camps for terrorists. It has not initiated measures for preventing the soil of Pakistan from being used for exporting terror to India. The Home secretary level meeting is scheduled for March 28 and29 and during these two days the two sides are supposed to exchange views on various issues pertaining to the security scenario, activities of terrorists and the nature of action Islamabad had talked against all those who have been involved in the Mumbai carnage. New Delhi is quite unhappy with the steps Islamabad has taken against those involved in the Mumbai mayhem. Except that seven persons are in custody the kingpins or those who had masterminded the attack have not been touched. In this connection India had sought voice samples or transcripts of those, including Lashkar activist Zaki-ur-Rehman Lakhvi and others, but Pakistan managed to dodge New Delhi with the high court order restricting Pakistan Government on sending voice samples to the Government in New Delhi. That no miracles are to be expected from the Home secretary level meeting is evident from the brief statement of Pillai.India's Home secretary has said that he would ask his counterpart voice samples of all those, including Lakhvi,who were giving instructions to 10 terrorists from Pakistan when they started gun attacks in Mumbi.Pillai has stated that even if the Pakistan High Court had given a verdict against sending the voice transcripts to Delhi Islamabad should have appealed against the judgement and even the Supreme Court of Pakistan would have accepted the appeal. This way the lack of adequate steps against perpetrators of the Mumbai carnage, delay in dismantling the terror infrastructure that could prevent the soil of Pakistan from being used for exporting terror to India could lead to the fresh conflict between the two sides if Zaman does not arrive in Delhi with some good news. If he comes to New Delhi with the report that Islamabad had taken adequate steps against those involved in Mumbai mayhem and handed over some voice samples of the handlers of the Mumbai carnage it could set the stage for the resumption of the composite dialogue. Success in Pillai-Zaman talks could encourage the two sides to pick up the thread, that had been left in the previous parleys, at the ensuing Foreign Ministry level talks for which the agenda has been framed at Thimpu during detailed discussion between India's Foreign Secretary,Nirupama Rao,and her counterpart,Salman Bashir.Latest reports said that after S.M.Qureshi lost his chair as Pakistan's Foreign Minister,some progress in the bilateral dialogue could be possible because Qureshi had been a tough guy with known anti-India bias. Another factor that could prove congenial for talks is the changed perception and attitude of the Pakistani Army which is no longer opposed to settling bilateral problem through peaceful negotiations.(eom)
