Multidimensional strategy required to deal with Kashmir unrest | | | EARLY TIMES REPORT Jammu, Feb 28 -The state and the central Governments plan to initiate multidimensional schemes for preventing separatists and secessionists from inciting people to resort to street protests and violence on the pattern the valley witnessed during five month of last summer season. Official sources said that these initiatives were being taken after the Government received reports from intelligence agencies that attempts were being made at kicking up civilian strife in the Kashmir valley. Sources said that separatists of various hues were trying to trigger violence in order to make them relevant again and force New Delhi to settle the Kashmir issue. According to these sources, the Government of India planned to resume dialogue at the ministry level with Pakistan on one side and reopen the channels of dialogue with the Kashmiri separatists through interlocutors. The interlocutors have already sent a formal invitation to all major separatist camps but so far there has been no response. While the Geelani camp is angry over the restrictions imposed on Syed Ali Shah Geelani in Delhi, where he had gone for treatment, the moderates were waiting for chairman APHC Molvi Umar Faooq, to return from his current US trip. As far as the process of dialogue with Islamabad is concerned the two home secretaries of India and Pakistan are to meet towards the close of the next month which is expected to be followed by talks between the two foreign ministers. The Centre has already announced to implement major employment package under which one lakh jobs were being created for resolving the problem of unemployment. It had been seen that a major section of people who participated in stone pelting against the security forces last summer were unemployed. The state Government has decided to make available all possible financial assistance to those unemployed youths who were prepared to set up industrial units within the state.
