Early Times Report
Jammu, Feb 28: The first day of Budget session in J&K Assembly was marked by protest registered by Opposition minus PDP against the coalition government albeit on different issues. The legislators of BJP, J&K National Panthers Party and Jammu State Morcha boycotted Governor NN Vohra’s joint address to the Legislature. BJP raised the issue of ‘insult’ to national tricolour during Tiranga Yatra inside the Central Hall and staged walkout while PP members staged dharna outside the complex. The main opposition party, however maintained ‘unusual’ calm and silence during the Governor’s address.

As the members of both Upper House and Assembly started converging in the Central Hall for attending the joint address on the opening day, a customary practice, the lull was broken by the BJP members who entered while raising slogans like Vande Matram……Bharat Mata Ki Jai……The saffron brigade had in fact done up perfectly for the protest as all the 11 members were seen wearing tricolour bands not only on their heads but also sported the national flags around their chests.
Apparently in line with the strategy the party had decided earlier, the leader of the party in the House Prof Chaman Lal Gupta stood up from the seat before the Governor NN Vohra started his speech seeking his attention towards the anger of party against the government for what they termed as their ‘anti national’ act in stopping the Tiranga Yatra on January 26 and shabby treatment meted out to party’s leaders.

“Hum Yeh Apmaan nahi saehenge ..Tirangey Ka Apman is riyasat main nahin hone denge…… (we will not tolerate insult to tricolour in the state )”, Prof Gupta observed while trying to divert the attention of Governor.”We register our protest strongly against the insult to national flag, shabby treatment meted out to senior leaders of Opposition Sushma Swaraj and Arun Jaitley by NC led government….”, he said alleging that Omar Abdullah’s government kept them hostage and not allowing them to address public rally in Jammu against their constitutional and democratic rights”. The veteran BJP leader also observed that the party will not allow any move that would amount to dilution of the J&K’s merger with Union of India while referring to the remarks of Chief Minister on accession of the state to India.
While the Governor listened to protesting BJP MLAs with patience for few minutes, the latter walked out and boycotted the his address soon after he started his speech. They later staged dharna outside the hall.In the din of BJP sloganeering MLA Langate, Engineer Rasheed got up from his seat and confronted the BJP members. “Kashmiris are being killed, arrested and humiliated……. Police is implicating Kashmiri youths in fake FIRs. ….. I’m not able to understand what BJP members want?” he was heard shouting in the din.
JMM Member Ashwani Kumar also boycotted the session and sat on dharna outside the Assembly complex along with BJP and PP legislators.
Panthers Party which completely boycotted the speech and sat on dharna in front of the Assembly in protest against the alleged failure of the state government on “all fronts“.
“There is no governance in Jammu and Kashmir……….Both government employees as well as unemployed youth are suffering due to wrong policies of the government …. Government is not actually existing anywhere”, Panthers Party Leader Harsh Dev Singh said. Discrimination continues with Jammu as one lakh employments were announced by PM for Kashmir ignoring Jammu,” he said adding that whatever promises the government had made during last year in the Governor’s address have not been fulfilled.
“Delimitation of Assembly segments has not been done there. It has been done in Jammu region, which has more population and geographical area than Kashmir but less Assembly seats,” Hasrh Dev said while taking to media , observing that there was no point listening to the same assurances when this government has no intentions to fulfill them. Harsh was joined by other legislators Balwant Singh Mankotia, Yash Pal Kundal and Rafi Mir(MLC).
PDP, on the other hand maintained total calm and listened to Governor’s address patiently, contrary to the strong protest the party registered last year during Governor’s address. The party was led by the opposition leader Mehbooba Mufti. Howver, former chief minister Mufti Mohammad Syed and senior leader Muzaffar Beigh were conspicuous by their absence. PDP had also boycotted the autumn session for over a week last year.
