Interlocutors not a decision making body: Bhat | | | EARLY TIMES REPORT Srinagar/Jammu,March 1:-Separatists continue to be reluctant in accepting the offer for talks with the interlocutors on the plea that theirs is not a decision making body. "It is a body that can atleast make some recommendations. We want to hold talks with those that can take decision and that too for the settlement of the Kashmir issue,"said a senior Hurriyat Conference leader,Prof.Abdul Gani Bhat. He said "we are for participating in the process of dialogue but that should be a meaningful process meant to resolve the Kashmir issue. If we hold talks with the interlocutors it would be a meaningless exercise because they cannot resolve the Kashmir issue." When reminded that the interlocutors want to meet the separatists to include their viewpoints in their recommendations that are to be submitted to the Government of India Bhat said "they already know our stand on various issues including the issue of Kashmir." A senior leader belonging to the hardliners in the separatist camp, headed by Syed Ali Shah Geelani,said "offer for talks from the interlocutors is a mere prank to divert peoples' attention from the real problems. Explaining it he said on one hand the interlocutors had sent invitation for talks to Geelani and on the other hand restrictions had been placed on his movements in Delhi. "How can you expect Geelani to respond when he cannot move out of Delhi?"the leader asked. He said that has the centre and the interlocutors been really interested in holding talks” with us" they should have, by now, fulfilled some of the demands made by Geelani which include withdrawal of troops and the AFSPA and release of the detainees. He said so far not a single demand has been conceded making it difficult for Geelani and his colleagues to accept offer for talks from the interlocutors. The leader said that since the interlocutors are fully aware of the views of all categories of separatists they can include them in their recommendations. The separatists want the Prime Minister or his senior cabinet colleagues to send an invitation for talks "we will participate in such parleys because the Prime Minister has the capacity and authority to take decisions,” he said. Reports said that the interlocutors were trying to make another attempt at motivating some separatists for accepting the offer for talks. They are waiting for Molvi Umar Farooq, Chairman APHC,to return from his trip to the USA so that he could take the final decision on their offer for dialogue. Indications are that Umar may not accept the offer for talks unless some of his demands were conceded and if he joins the process of dialogue without seeing his demand for withdrawal of troops and release of detainees he would be placed in an embarrassing situation by Geelani and his supporters
