Entire opposition up in arms on 2nd day of Budget session | Assembly witnesses walkouts, uproarious scenes | |

JAMMU, Mar 1:
The second day of the ongoing budget session of the State Assembly witnessed uproarious scenes as the entire opposition including Peoples’ Democratic Party (PDP), Bharatiya Janta Party (BJP), Jammu Kashmir National Panthers Party (JKNPP) and the Jammu State Mocha (JSM) staged separate walkouts on different issues.
As soon as the proceedings of the House began this morning, the members of BJP, JKNPP and JSM raised the issue of unemployment with particular reference to the agitation of Agriculture Technocrats.
The infuriated members, on their feet, raised slogans against the government for its failure to provide employment to lakhs of unemployed youth.
The BJP, JKNPP and lone member of JSM shouted “Sadi Gali Sarkar Ko, Ek Dhakka Aur Do” and “Berozgaron Ko Insaaf Do”.
They demanded adjustment of Agriculture Technocrats into the government sector before staging a walkout over the issue.
Amid din of sloganeering by the opposition parties for at least five minutes, the Speaker did not discontinue the Question Hour and went ahead with it.
In the meantime, the PDP legislators also stood up and demanded an adjournment motion to discuss prevailing situation in Kashmir Valley.
The Speaker, however, refused PDP’s demand which raised the tempers of the legislators belonging to main opposition party. But the PDP remained adamant to accept the party’s adjournment motion on Kashmir situation.
Led by Mehbooba Mufti, the PDP legislators amid anti-government slogans came into the well of the house and tried to proceed further but were stopped by the Watch & Ward Staff along with Marshals. During scuffle with the Marshals, one of the PDP legislators Choudhary Zulfiqar Ali representing Darhal constituency sustained minor injuries following which PDP lodged a strong protest against the Speaker and the government.
Asserting that by not allowing a discussion on Kashmir situation, the PDP members alleged that Speaker is behaving like Colonel Muammar Gaddafi, the dictator of Libya, and not maintaining the sanctity of the chair.
Shouting—‘Tanashahi Nahi Chalegi, Gundagardi Nahi Chalegi’ and ‘Bekasoor Naujawano Ko Jailon Se Riha Karo, the PDP members termed the government ‘shameless’ and forcibly tried to enter the well of the House.
The PDP members later staged a sit-in in the well of the House and tore papers, question booklets demanding nothing less than an adjournment motion on present Kashmir issue.
The denial by the Speaker to allow a discussion ultimately led to PDP’s walkout from the House.

House adjourned for 12 minutes
Jammu
The Speaker Mohammad Akbar Lone adjourned the House for a brief period of about 12 minutes after he found some PDP members were talking while Congress MLA from Ramban Ashok Kumar was speaking on the Motion of Thanks on Governor’s Address to both the Houses of Legislature.
It was around 12:48 pm when Speaker noticed that some PDP members are not paying attention to the debate. Annoyed over the lack of seriousness among the members to run the business of the House smoothly, the Speaker immediately announced the adjournment.
“The peace and decorum inside the House is not being maintained therefore I adjourn it.” quipped Speaker Mohammad Akbar Lone.
The sudden announcement of the Speaker to adjourn the proceedings reddened the faces of legislators irrespective of the party affiliations.
Senior members from Treasury as well as opposition benches rushed to the Speaker’s chamber to assure the latter of running business of the House in a serious manner, said sources.
After a short while, the proceedings of the House recommenced exactly at 1 pm.
Earlier, at 11:47 am the PDP members Muzzaffar Hussain Beig and Zulfiqar Choudhay raised a point of order saying that the Ministers are not present inside the House. There was only Mubarak Gul from the government side who was present in the House.
“Where is the Government…. The absence of Ministers reflect seriousness of the Government to run the House.” they said
The Dy Speaker Sartaj Madani, who was in the Chair at that time, took strong notice of the empty treasury benches.
A minute later Minister for Law and Parliamentary Affairs Ali Mohammad Sagar entered the House and others followed him soon thereby avoiding further embarrassment for the government.
