Union Home ministry raises red flag, bill unlikely to be tabled again | Transworld Muslim University | | Syed Junaid Hashmi Early Times Report JAMMU, Mar 1: Not the political forces of Jammu and Kashmir but Union home ministry has shot down the much hyped proposal for setting up Transworld Muslim University in Budgam district of Kashmir region. Sources in the state government confirmed to Early Times that Union Home Ministry raised objections over setting up of these two universities citing credible reports of certain intelligence agencies with regard to Hawala funding of these universities. They asked Jammu and Kashmir government to ensure that the proposed universities do not come up without putting into place effective monitoring mechanism. Though the bill passed by the legislative assembly was referred to Joint Select Committee (JSC) when it was placed before the house of elders, it has been reliably learnt that “bill for setting up Transworld Muslim University is unlikely to be tabled again or brought back to the house for voting.” They stressed that Joint Select Committee had been asked to report back to House within two months but with Union Home Ministry raising red flag, it is unlikely to do so. Sources said that Home Ministry also took note of separatist leanings of some members of Jamiat Ahle-Hadees, who had been playing key role in the establishment of this university and observed that there are all possibilities of university being used for spreading fundamentalism and propagating separatist ideology. They added that union home ministry also took note of impression being created across the country that J&K government was helping fundamentalists in Kashmir to spread their network. Interestingly, bill for setting up of the university was introduced as Private member bill by a National Conference (NC) MLA. It was immediately referred to select committee and later, introduced by ruling National Conference (NC)-Congress government on the last day of session on October 9, 2010. Lower house had unanimously passed the bill. However, on October 11, 2010 when the bill was to be debated and likely to be passed in the lower house, it was President of Jammu and Kashmir Pradesh Congress Committee (JKPCC) Prof. Saif-ud-din Soz who intervened, directing the party MLCs to ensure that the bill is referred to select committee and not passed. When the private member bill regarding the setting up of Transworld Islamic University, to be established in central Kashmir’s district Budgam by Jamiat Ahle-Hadees, was tabled in the Council, many Congress and NC members demanded vehemently that it should be sent to the JSC as it has some “lacunae” and the varsity involves a particular religious organization. Acting on the directions of the party state president, it needs to be reminded that congress MLCs ensured that bill is referred to select committee. Thereafter, Deputy Chairman of Legislative Council Arvinder Singh Micky referred the bill on setting up of Trans-World Muslim University to Joint Select Committee. Pradesh Congress Committee (PCC) Chief Prof. Saif-ud-Din Soz had also expressed resentment and said that his party was not taken into confidence before the Bill was introduced. It needs to be mentioned here that idea of constructing the Trans World Muslim University was conceived in 1990 when Jamiat Ahle-Hadees mooted the idea of launching the Islamic Shairah University. However the idea did not work up. In 2007 Jamiat approached former Chief Minster Ghulam Nabi Azad and after discussing the whole project of Trans world Muslim University, land was allotted to Jamiat in February 2008. However, after the allotment of the land, proposed legislation hit the roadblock. |
