| Panthers alleges scam in RDD, says illegal promotions galore | | | EARLY TIMES REPORT
JAMMU, Mar 2:Jammu Kashmir National Panthers Party (JKNPP) has alleged that illegal promotions have been made by the Rural Development Department (RDD), here today.
Addressing a gathering, Provincial General Secretary JKNPP Rajesh Padgotra alleged that there are many illegal promotions of some officials by the said department like Javed Ahmed Wangnoo of Karan Nagar, Srinagar who is presently working as REW; Leh has been promoted on this post on the production of fake certificate.
By the verification of record, it has been found and authenticated that he was reading since 1982 to 1986 in the polytechnic Srinagar and at the same time he was performing his duties in the capacity of JE and AE in 1988, after that the Commissioner/Secretary RDD Sushma Choudhary placed him under suspension in the capacity of JE because he has passed only one year of three years Diploma course.
Rajesh Pargotra further pointed out that on April 9, 2008, the Hon’ble High Court Jammu debarred him to perform his duties as AEE, whereas flouting and impugning upon the Court order, the government further promoted him as Executive Engineer vice government order no. 195, RD of 2010 dated July 15, 2010.
Again, the High Court vide its order dated October 6, 2010 directed to cease his post after the expiry of 6 months with effect from July 15, 2010 but surprisingly he is still performing his duties of XEN REW Leh as an unqualified person and non-expertise.
He added that there are other glaring examples of gross violations of existing rules of CSR, the promotions are being given by fake qualification certificate holders by allegedly taking handsome bribes by the RDD higher authorities as well as the Minister concerned.
Padgotra cited other examples of irregularities in RDD including the case of Mohd Latif, who is working as AEE in District Poonch.
Panthers leader alleged that Latif produced a fake certificate showing to have passed Civil Engineering Higher Grade course but this course does not falls in the list of AICTE. It is astonishing that how this course has been treated and equated as three years diploma course, Padgotra hinted.
He further alleged that Parveen Kumar Sharma presently working as Executive Engineer REW Ramban has also produced a fake diploma obtained from some International Correspondence Institute Hutatma Chowk Mumbai and the similar certificate has been produced by M D Khan Executive Engineer presently working on deputation in procurement and marketing society Jammu as Managing Director, the government order declared his premature retirement in 2003 vide government order no. 1549 GAD of 2003 Dated 09-12-2003 on the basis that the said institute was not recognized by AICTE and the diploma was treated as invalid. If the certificate of M D Khan was fake then how government has treated the certificate of Parveen Kumar Sharma as valid? How Secretary RDD promoted him as Executive Engineer REW Ramban, vide its order no. 195 RDD of 2010 dated 15-07-2010.
Daleep Kumar Bhatt, who is presently working as AEE REW at Reasi, was appointed as JE in PWD posted on deputation as JE in RDD. He was transferred back to PWD by government order no. 265 PWD/R&W 2007 dated 08-08-2007 from REW to R&W Jammu, his name figures as PS no. 40 of said government order instead reliving from REW, then how secretary RDD got cleared Bhat’s name as AE from PSC by DPC of RDD and promoted as AEE and posted AEE REW Reasi, how the secretary RDD can clear the case of PWD, JE from the DPC of RDD with the help of PSC?
Again how secretary RDD endeavoring to clear the cases of JE’s who were posted in REW on deputation from PHE/PWD without induction.
Padgotra pointed out and asserted that the inquiry pertaining to all the above mentioned cased blatant violations be handed over to CBI, so that actual culprits and perpetrators of crimes be brought to books.
