Dialogue:ball in separatists'court

Both Governor,N.N.Vohra,and Chief Minister,Omar Abdullah, have emphaised the need for resolving the Kashmir centric issues politically. The two have underlined the importance of the process of dialogue which was required to address both internal and external dimensions of the Kashmir issue. While Vohra has said that there was neither any scope nor any room for confrontation, Omar has talked about the role the interlocutors were to perform in examining in depth the basic problems and difficulties confronting the people of Jammu and Kashmir.It is in this context that the two have stressed the need for all sections of political opinion to join the process of dialogue. In fact the interlocutors have made a beginning with holding sessions with different political leaders, traders,students and those in the mainstream political spectrum.However,their efforts on opening the channels of dialogue with the separatists of different hues have not borne results even after they sent formal invitation to both the hardliners and the moderates.
At one stage moderates stated that since they had not received any formal invitation the question on their participation in the talks did not arise. After the formal invitation had been sent to them the moderates in the separatist camp stated that they would take the decision on whether they will accept or reject the offer for talks from the interlocutors after their chairman,Molvi Umar Farooq,returned from his current trip to the United States. The hardliners have been consistent on their opposition to their participation in any process of dialogue. These hardliners tried to play a trick with the Government of India.They stated that since restrictions had been placed on he movement of their leader,Syed Ali Shah Geelani,in New Delhi where he had gone for medical treatment they would not be able to discuss whether they accept the invitation for talks or not.They made this plea simply to see that their leader was set free and all the restrictions on his movement were lifted. The Delhi police stated that restrictions had been placed on Geelani to prevent him from moving out of Delhi as he was to be questioned in connection some hawala racket case.
This way both the moderates and the hardliners do not seem to be prepared to accept the invitation for talks.One factor responsible for this is said to be lack of green signal from their mentor(Pakistan).They would have grabbed the opportunity for invitation to talks had they received a green signal from Islamabad.Reports said that Islamabad is not yet in favour of separatists entering into a meaningful dialogue with the Government of India because Pakistan fears that once the Delhi-separatists parleys end into some agreement Islamabad would be made irrelevant to the Kashmir issue.Hence the separatists have started laying preconditions for accepting the offer for talks.They want troops and the AFSPA to be withdrawn from the state and detainees to be released.Geelani has added one more demand that India should first of all treat Kashmir as a disputed territory and announced to implement the UN resolution providing for grant of right of self-determination to the people of the state. Moderates say that since the interlocutors are fully aware of "our views" which could be incorporate them in their recommendations.Experts believe that the only way to motivate separatists to come to the negotiating table was to initiate measures that tamed the activities of militants and secessionists and by engaging Islamabad in sustained and meaningful dialogue.Once it was done the separatists may be forced to become irrelevant. Now that Governor,Chief Minister,and the Prime Minister have announced their favour for opening channels of dialogue with the separatists the ball is in the court of those sitting on the other side of the fence.
