Madni resigns as Dy Speaker, lodges protest in well against Speaker's remarks | Govt approaches for 'reconsidering decision', party to decide, says Madni | | kunal shrivatsa EARLY TIMES REPORT JAMMU, Mar 3: The Deputy Speaker of the Jammu and Kashmir Legislative Assembly and senior PDP leader Sartaj Madni today tendered his resignation from the post protesting the alleged unparliamentary remarks made against him by the Speaker Mohammad Akbar Lone in a section of media.Even as the government tried to approach Madni in the evening asking him to reconsider his decision, he is reported to have declined to retreat, contending the matter would be decided by the party now. After registering strong protest during the question hour today seeking attention and response of the Speaker, Madni tendered his resignation as soon as the House assembled again in the afternoon for proceedings of second sitting . As soon as Kathua MLA Charanjeet completed his speech on the discussion on Governor's address, the Deputy Speaker Sartaj Madni appeared in the House from nowhere and after handing over his resignation letter to the Speaker, he walked out. Madni said the Speaker told a local daily that he should resign as he was part of the opposition protest in the House on Tuesday. "As advised by you to submit resignation from the post of Dy Speaker, I am putting in my papers." Sartaj Madni said "I leave the House till an alternative seat is allotted to me." he added The sudden announcement of Madni to resign as Dy Speaker came like a bolt from the blue for the entire House particularly the treasury benches and Speaker Mohammad Akbar Lone. "The resignation is yet to be accepted." responded the Speaker when Madni was explaining the reasons of his resignation as Dy Speaker. But Madni ignored the Speaker's declaration and walked out of the House. Earlier as the House assembled for the day, Deputy Speaker Sartaj Madni while registering his protest came to the well and stood in front of the Speaker's chair, countering the charges made against him. Other Peoples Democratic Party MLAs also stood up in his support and created pandemonium in the House over the reported remarks of Speaker against Madni. Sartaj Madni walked up to the well and raised a point about the remarks of Speaker Mohammad Akbar Lone. The report was a reference to the Peoples' Democratic Party's (PDP) protest over the denial of permission to raise the issue of violence in various parts of Kashmir Valley last year. "Give me one minute to explain the issue which took place day before yesterday in the House," Madni said, adding, you have spoken against me in person and you need to clarify. Reacting to Madni's protest in the well of the House, Minister for Law and Parliamentary Affairs Ali Mohammad Sagar termed as unprecendented the manner Madni in capacity of Deputy Speaker had lodged his protest. "It has never happened… It is unfortunate…. It is unprecedented in the history of the state legislature that a Dy Speaker is protesting.", he said. However, ignoring this the PDP members too stood up from their seats and backed the Deputy Speaker. Madni during the protest said, "It is not me who has to resign, the Speaker should have asked BJP legislator Ashok Khajuria who has hurt the feelings of the Muslims by his comments, to resign." Madni was ignored by the Speaker for a while, but was allowed to make his point when some members including Minister for Law and Parliamentary Affairs Ali Mohammad Sagar and Panthers Party leader Harsh Dev Singh intervened on his behalf. They requested the Speaker to allow Madni to speak for one minute. Madni, a PDP legislator representing Devsar constituency, clarified that he was not taking part in the protest on Tuesday; instead he was only highlighting the way Marshals were handling the legislators since one of them got injured during a minor scuffle. "But you did not take any notice of my requests," Madni said to the Speaker. He asked the Speaker to move a resolution against him. "I don't want to be Deputy Speaker as I can't compromise on my dignity," he said. "The remarks against me carried by the press amounts to my insult." Madni said angrily. On hearing this, the Law Minister Ali Mohammad Sagar said, " We too respect PDP as well all the legislators.......but maintaining your dignity is upto you only." |
