BJP, PP echo discrimination issue together in Assembly
Stage walkout on 'casual, incomplete' reply on Finance Commission recommendations

Jammu, Mar 3: Both BJP and J&K Panthers Party today vociferously raked up the issue of discrimination with Jammu and Ladakh region in the state Assembly and lashed out at government for what they termed as 'casual reply' on the issue of recommendations of the Finance Commission. When government agreed to have received a dissenting note from one of the members and that it was 'examining' the voluminous report before it would be placed in the House, the members of both the parties besides lone member of JSM shouted slogans of 'stop discrimination ….' , stop injustice with two regions….. and staged walkout from the House to register protest against what they termed as misleading and dissatisfactory reply from the Finance Minister.
It was during the question hour when the Finance Minister AR Rather replied the question of Prof Chaman Lal Gupta related to recommendations of the Finance Commission only to be interrupted by BJP leader who wanted government to explain the criteria for allocation and distribution of funds in the state plan as well as district sector. Not responding to the actual query Rather said the government was considering the increased allocation from present 30% in the district plan. This agitated the BJP leader who alleged minister was trying to avoid the answers on the lines he wanted it. However, the Finance Minister agreed even as the Commission has submitted its report on the last day of extended term on November 30, 2010 to the Chief Minister, the government has also received a separate dissenting note submitted by one of the members.
Finance Minister said that the report is being examined and contended that it has not mentioned discrimination as such, the BJP leader stood up to say the dissenting note itself suggested that discrimination with two regions has been reported. Though minister tried to pacify Prof Gupta but the intervention and remarks on technical aspects of the award of 12fth and 13th commission almost caught the government on wrong foot which emboldened already agitating BJP members. Soon all the bJP members, Panthers Party MLAs and JSM MLA Ashwani Kumar stood on their seats and started raising slogans of discrimination with Jammu. Uproar and din prevailed in the House for some time as all these MLAs joined chorus of sloganeering against the government. Countering the BJP accusations and uproarious scenes, NC MLA Nazir Gurezi said let the government issue a white paper on what Jammu has got (in terms of funds and development) and what Kashmir has been given….He accused BJP of creating 'drama' for capturing the attention of media by raking up these issues.
Even as the Finance Minister tried to convince and pacify the members by assuring more details related to the issue, the BJP staged walkout followed by Panthers Party on what they termed as dissatisfactory and incomplete reply by the government
