'Poor being booked under PSA, govt has lost civil face'

Jammu, Mar 3: Accusing NC led government of poisoning the minds, bruising the souls and bodies of the youth in Kashmir, the Peoples Democratic Party president Mehbooba Mufti today said continued repression and spate of arrests coupled with imposition of PSA on 'poor' children will boomerang in a harsh manner. On a caution note, she warned in state Assembly that there will be more violence in 2011 if the state government continues with its policy of repression and harssasment.
" IS Patad Dhakad Sey Kuch Hasil Nahi Hoga........Jo Tarikakaar Sarkar Nay Apnaya Hai.....Khuda Na Khasta Aisa Na Ho ki 2010 say zyada shidat kay Ehtijaj Honge....( the spree and spate of arrests won't yeild anything.........the manner government is after the youth....it is likely that next unrest witness intense bloodshed), she warned while Speaking during the adjournment motion on prevailing situation in Kashmir Valley moved by her party.
Lashing out at government for not having learnt lessons from the past mistakes, PDP president said it was ridiculous on part of the Chief Minister to verify the school certificates of the minors who have been arrested in recent past. They are targetting innocent and poor children......most of the arrested youth under PSA are from very poor families, she observed maintaining that this policy of running after youth, old and children will burst in volcanic form soon if not checked right now."Chief Minister justified gun in Magam in a rally recently saying it was for political reasons. But when some one protests against the killing of his friend, relative or a neighbor, he is being slapped with PSA."
"Arrest spree won't solve the problem, but it will instead backfire and situation could go worse in 2011 if immediate steps aren't taken," she warned.
Contending that police was not resorting to harrassments on its own, Mehbooba said it was all on the directions of the government and alleged that NC-led coalition government was surviving on force. "Our youths have suffered physical as well as mental injuries........instead of healing their bruises with balm and they need healing touch they are being ill treated and sent behind the bars. Mehbooba further allged that SHOs go to their homes and threaten them and those who can't pay money are being slapped with PSA. Most of the people who have been booked under PSA are extremely poor," she said and added that police had made it a business.
Justifying her party's stand to skip last session in Srinagar, Mehbooba said, "When 115 youths had been martyred and people weren't even allowed to move out, how could have we attended the Assembly. The 8-point package announced by the center during last year's uprising had recommended release of detainees, but instead state government is arresting more," she added.
Senior PDP leader, Nizam-ud-Din Bhat while speaking on the motion warned that there would be anarchy in the state 'if laws are ridiculed. "Uphold dignity of society and rule of law, otherwise there would be fire in the state again. State government has made mockery of law. Minors are being booked under PSA and then their age is being made a debate," he said. "Nowhere in the civilized world school going boy is arrested."
Bhat said that in Baramulla district alone, according to newspaper reports, 250 people have been arrested. "4792 people have been arrested in Kashmir so far and 195 out of them have been booked under draconian PSA. Even court orders aren't being entertained and one who seeks justice his voice is gagged. This gives chance to separatists to exploit the situation."
Bhat alleged that rumors of "Khoon ka badla June mein lenge" rumors are being spread to create environment for atrocities.
"When people like Bar Association President, Mian Qayoom, isn't getting justice, what can be the fate of a common man. Even our three sisters including Asiya Andrabi have been booked under PSA," he added.PDp senior leader Abdul Rehman Veeri also hit out at government alleging it had lost the civilian face. " The way it is behaving and adopting the policy of repression, it appears the government has become extension of 15 corps......" Veeri said adding that the assurances on zero tolerance sound ridiculous.He said the governemnt had lost the confidence of the people and it should no more be upbeat about the fact it is in power. "Numbers do not matter .....it is confidence that matters in the democratice st up" he said.
Howver, countering PDP charges NC members Mir Saifullah and Nazir Gurezi alleged PDP was doing it for the sake of power and not really concerned for youth of Kashmir. Speaking on the motion, the NC MLA, Mir Saif-ullah accused the PDP of provoking youths in Kashmir. "Even PDP workers were pelting stones in the summer unrest. PDP is exploiting youths for political mileage," he alleged, adding that all through the agitation PDP never came out with statement appealing youth to maintain peace.
The NC MLA Nazir Guerzi accused the PDP of playing politics on 'dead bodies.' "You want to take political mileage out of the killing of innocent people. Last year when situation in Kashmir was bad, PDP was waiting for government to fall and not wailing on dead bodies. You didn't attend All Party meet as Kashmir was burning that time. But when situation improved and the Prime Minister invited you again, you rushed" he told PDP MLAs in the House.
The PDP MLA and former minister of state for Home, Abdur Rehman Veeri accused that the state government has declared war on its own people. "This government has become extension of (Army's) 15 Corps. The government has lost the confidence of people. Numbers in the House doesn't matter when you lose confidence of the people," he said.
Participating in the debate, MLA Langate, Engineer Rasheed said that it was unfortunate that Saifullah Mir and Nazir Guerzi projected the Kashmir problem as if it is fight between two parties or two families." It is not the tussle between two clans instead 63 year old problem that needs to be addressed politically.
"Government has given free hand to police. Police is raiding house of thousands of youths. I visited Kotbalwal jail yesterday and the condition of prisoners there is worst that animals," he said.
"Don't make J&K a police state," he cautioned the government.
