No individual, group can veto dialogue process, its outcome: PM | ‘India willing to talk to Pak with ‘open mind’ but action against terrorists must’ | | ‘Arbitrary arrests not consistent with norms of civilized govt’ Saroj Razdan Jammu: Prime Minister Dr Manmohan Singh today said no individual or any group can veto the dialogue process or its outcome in J&K even as he welcomed cooperation and contribution of all hues including those not part of mainstream politics. Dr Singh maintained it was ‘eternal hope’ that separatists will come forth for talks and become a part of the process aimed at finding solution to the Kashmir problem. “ I do not think any body or any group can veto this process or the outcome of the ongoing dialogue process……..I believe J&K’s future is bright and those who have not become a part of national mainstream would find it beneficial and mutually productive as well as constructive the way of solving the problem”, Prime Minister said while responding to the queries of media before leaving for New Delhi this evening at the Technical Airport. He said he had two meetings the leaders of the Hurriyat Conference and he was hopeful they would come on board. “I have not given up the hope”, he observed. Prime Minister said his discussion with various political parties in the state had convinced him that after the visit of All Party delegation to the state followed by the appointment of interlocutors a positive atmosphere has been generated .” There is a hopeful atmosphere that peace and tranquility will can once again return to this beautiful state….”. Dr Singh observed. Even as the Prime Minister laid thrust on what he termed as positive and whole hearted involvement of all political parties contending they have a vested interest in ensuring peace and development in all the parts of the state, he observed while responding to a query that arbitrary arrests in Kashmir were not acceptable as these were not consistent with the norms of any civilized government. “ I have heard about these allegations….if these are taking place I will not hesitate to ask the state government, particularly the Chief Minister to stop such arrests “, the Prime Minister asserted. Dr Singh said many CBMs were already underway and the team of interlocutors is on job . “I sincerely hope that their report will facilitate the political measures and its implementation will fulfill the expectations on lines of political activism and settlement people have in their mind”. However Prime Minister ruled out initiating steps immediately in terms of the demand for revocation of Disturbed Area Act and AFSPA besides complete withdrawal of forces contending this was subject to situation and prevailing atmosphere in the state. “ Hame Bhi Khushi Hogi Aur Hamari Army Ko Bhi Khushi Hogi Ki Apni duty Karke Unhey Door Rakha Jayey…….(We will be glad and our troops will also feel happy as and when they are relieved of this duty …)” PM said adding that it was a continuous process and would move forward if the law and order remained under control. Responding to one more question the Prime Minister said Government of India was hopeful that dialogue process commenced with Pakistan would progress well at all constructive levels. “ I would not like to comment on the internal situation in Pakistan……We are dealing with Government of Pakistan as there exists a functional government …..let’s pray this moves ahead in a result oriented manner”, he commented.
Prime Minister Manmohan said India wanted to resolve all outstanding issues with Pakistan, including on Jammu and Kashmir. 'We wish to resolve all outstanding issues between the two countries through a friendly dialogue process,' he said. 'We will enter these talks with an open mind,' he added earlier in the day while addressing the convocation of Sher-e-Kashmir University of Agriculture Sciences and Technology here at Jammu University auditorium. 'We wish to resolve all outstanding issues between the two countries through friendly, constructive and peaceful negotiations. And this includes the issue of Jammu and Kashmir.'…. PM asserted in his address. 'We are willing to discuss all issues that have a bearing on the peace, dignity and well-being of the people of Jammu and Kashmir,' Dr Singh maintained and in the same breath he also voiced concern about terrorism emanating from Pakistan. 'We cannot forget what happened in Mumbai,' , he observed referring to the November 2008 terror attack. He also asked Pakistan to take a firm action against the terror groups operating in that country and leave no stone unturned in bringing to book the perpetrators of Mumbai terror attack.
