Who is interested in Art 370 in Kashmir?

Jammu, Mar 5: Even as the debate over Article 370 of the Indian Constitution continues, the Kashmiris no longer “swear by this Article”. Barring the mainstream political parties, nobody wants to even discuss it. The National Conference (NC) and the People’s Democratic Party (PDP) may find it hard to accept but this is the message from the grass root level. Gone are the days when Kashmiris linked it with their identity.
However, this does not mean that Kashmiris are no longer concerned about their identity. But political and academic circles believe that Kashmiris now identify with the on-going separatist movement. Most of the people, they believe, consider the on-going separatist movement as a better safeguard against any invasion on their “identity and unique culture.”
The separatists do not believe in Indian constitution and cannot be, therefore, expected to wail over an Article “that has virtually served no purpose till date.” The people, by and large, believe that mainstream politicians have used Article 370 to exploit them in the past. But contemporary Kashmir is not ready to shed tears over the Article.
A University teacher preferring anonymity perceives the debate over Article 370 from a different angle. He said: “There is a political motive in this debate. The indifference of the Kashmiris towards Article 370 has been a matter of concern for New Delhi and all the mainstream political parties for quite some time now. By raising the issue time and again, they are actually trying to involve Kashmiris in the debate to show to the world that they (Kashmiris) still believe in Indian constitution. But the Kashmiris have disappointed them.”
While this may seem a far fetched analysis of the response from Kashmir, the fact that not a single article has been written in Srinagar based dailies for the past two years on Article 370 cannot be ignored either.
The Kashmiri writers have written on accession, nuclear disarmament, environment, recent uprising in Egypt and Libya. Article 370 and the debate it has generated in Assembly and mainstream political circles have been totally ignored.
The indifference of Kashmiris, political circles believe, must serve as a wake up call for New Delhi.
