Amid troops reduction clamor, infiltration goes up | | | SUMIT SHARMA Early Times Report JAMMU, Mar 5: Amid political dramatics over troop reduction, terrorist violence in Jammu and Kashmir has dipped but infiltration from across the Pakistan border has steadily risen, after recording the lowest level for several years in 2008. As the Kashmir region saw nearly three months of violent protests and shutdowns in 2010, union home ministry sources said that Pakistani terror outfits were quietly pushing militants across the border. According to official reports of Union home ministry, estimated infiltration of militants into J&K has gone up to 489 in 2010 from 485 in 2009 and 342 in 2008. 11 infiltration attempts have been made in the January 2011. These reports affirm that while 239 terrorists were killed in the state in 2009, the figure was only marginally lower at 232 in 2010. They assert that concerted action by the security forces to track down infiltrated terrorists, intercept them as they try to move to populated areas and even take them on in their village hideouts by launching intelligence-based counter-operations have increased. Further, according to the report, infiltration of terrorists from PoK had touched a major low at 348 cases in 2008, down from the average 550 cases reported between 2004 to 2007. While the estimated infiltration figure stood at 537 in 2004, it rose to 597 in 2005 before dipping to 573 in 2006 and 535 in 2007. After the lull in 2008, the graph rose again in 2009, with infiltration levels going up by 40 percent to 485. Increase in infiltration attempts is not good news for political forces seeking revocation of AFSPA and reduction of troop’s footprint across the state of Jammu and Kashmir. Sources revealed that the centre government in tandem with the state government of Jammu and Kashmir has adopted multipronged approach to curtail cross border infiltration in Jammu and Kashmir. Further, it also includes, inter-alia strengthening of border management and multi tiered and multi-model deployment along international border/line of control and infiltration routes, construction of border fencing improved technology, weapons and equipment for security forces, improved intelligence and operational coordination synergizing intelligence flow to check infiltration and pro-active action against the terrorists within the states. Counter infiltration efforts are reviewed periodically at various levels in the state government and in the central government.
