CM for ‘Truth and Reconciliation Commission’, asks for resolution in current session
AFSPA, DAA likely to go from some areas

JAMMU, March 5 : In order to find answer to many complicated questions and mysteries related with Kashmir on account of militancy and turmoil ,Chief Minister Omar Abdullah today underlined the need for setting up of Truth and Reconciliation commission in the state. For the purpose he asked the legislators to bring a resolution in the current session which can pave way for some ‘action’ by the Centre.

“I am in favour of constitution of Truth and Reconciliation Commission by the Centre Government to look into the questions being raised about disappearances of youth from custody, migration of Kashmiri Pandits, killings of political workers and various related issues”, he said adding that this would be appropriate step in the process of healing the wounds of bereaved. “In real sense compensation, SRO, appointments or financial assistance does not satisfy the affected families. They want answers to their questions. We should satisfy them on this count”, he said while giving reply to discussion on Governor’s Address in the Legislative Assembly. "If we want to heal the wounds of people we have to dig out answers to all their fundamental questions, Why militancy started in Kashmir, why kashmiri pandits were dragged out of the valley and who is responsible for all those missing youth in Kashmir".

In his detailed reply, the Chief Minister said that time has come when the bereaved people should get full facts about every aspect. He suggested a resolution from the State Legislature to this effect for action by the Centre Government.Asserting that his Government would not allow anyone’s highhandedness and atrocity against people whether it may be forces, police or so-called Ikhwanis, Chief Minister, Omar Abdullah said adding that he is committed to justice to all, equitable development of the State and peaceful resolution of political issues.
The Chief Minister informed the house that his government is working towards restoring normalcy in the state and if situation warranted his government would start working towards revoking Disturbed areas act from peaceful districts of the state. He said though law and order took a worse turn last year, militancy is on decline and if the trend continued in direction AFSPA and Disturbed Area Act may go from some parts of the state this year.

"We have removed at least 40 bunkers from the Srinagar city in the recent months and in the coming months we would be working towards bring down the number of CRPF
from all major towns of the Kashmir valley", he asserted. Chief Minister said the last three years have witnessed cycle of violence during the summer months continuously and his government is trying best not to let things happen again in that manner this year.” We want to ensure 2011 summer passes off peacefully……..”, he said appealing people not to disturb peace in Kashmir valley again by resorting to stone pelting. Omar said it was the purpose of ensuring peace that his government had to take some tough decisions like stopping BJP’s Ekta Yatra from unfurling tricolor at Lal Chowk. “ It was the need of the hour to maintain peace in the State and not allow anti-peace elements to catch an opportunity for putting entire state on fire.

Referring to the 8-point package, the Chief Minister said that the action on all aspects identified under the Central package is in full swing and the Task Forces appointed for Jammu and Ladakh have pro-actively worked. “Centre Government has already announced funds to remove the deficit in the infrastructure in certain areas in Ladakh and Jammu identified by the Task Forces”, he said.
Omar Abdullah said that equitable development of of all the regions and sub-regions in the State is benchmark of his governance and steps are on to remove the imbalances in certain sub-regions.
On delimitation, he said that the issue has been taken up at the highest forum of Supreme Court by certain people and there is categorical verdict that till 2026 no action will be taken on it. However, he said there are various means to provide representation to the people.
On demands of employees, Omar Abdullah said that he has asked the Finance Minister to look into the release of 10 percent DA in favour of employees urgently while the road map for paying the 50 percent of arrears to them has already been formulated. However, he said, Government is open to discuss all matters with employees, terming them important and integral part of the Government


Referring to his governments Rehabilitation policy Omar said, "in the recent months his government has received 600 applications from youth who are stuck across the line of control.These youth want to return home and join the mainstream and we are committed to help them get back to their normal lives.

He said he has given strict instructions to the senior officers of the state government not to delay the passport related files of parents and kith and kin of former militants so that they do not suffer. He appealed to the people in Kashmir valley to work towards restoring normalcy in the kashmir valley.

"Our agenda is to keep education and health sector conflict neutral. I would not allow any one to play with the future of our children as continued hartals and street protests lead to wastage of precious academic calender".
