When shall talks with separatists begin ?

Once again Prime Minister,Manmohan Singh,has reiterated his resolve to keep the channels of dialogue open for the Kashmiri separatists and for Islamabad. He has even hinted that India was prepared and willing to settle all the disputes, including the kashmir issue, with Pakistan through negotaitions.In fact he has been announcing this since August 15 when he, during his address to the nation from the ramparts of the Red Fort on the occasion of India's independence day,he stated that the Government was interested in holding talks with every section of people in Jammu and Kashmir including those who are on the other side of the fence. Possibly the Prime Minister wants to keep the potential mischief mmongers,Islamabad and the separatists, in good humour so that whatever level of political stability and peace that had been achieved in Jammu and Kashmir was not subverted. He has been laying emphasis on the resumption of the process of dialogue with the separatists and with Islamabad so that there was no agency available in Kashmir that could incite people to resort to protests and rallies.Manmohan Singh wants peace in Kashmir and in this context he has been trying to engage Pakistan in talks at various levels so as to ensure that official agencies across the LOC and the IB did not assist militants in crossing into Jammu and Kashmir.A beginning in the resumption of the stalled dialogue with Islamabad has been made during the last over 10 months but as far as the reopening of the channels of dialogue with the Kashmiri separatists is concerned there is no progress.
In fact no beginning has been made in resuming the dialogue that had remained suspended since 2006.When shall talks between the Government and the separatists start ?This is a question that seems to have kept even the separatists guessing.The Government of India had suggested to the interlocutors to get engaged in a meaningful dialogue with the separatists and its was under this guidance that the interlocutors sent formal invitation for talks to the separatists, both moderates and the hardliners. An element of confusion and misgivings has crept in between. As far as the hardliners are concerned the chance of their accepting the offer for talks from the interlocutors are dim because restrictions had been placed on the movement of their leader Syed Ali Shah Geelani in Delhi where he had gone for treatment. These restrictions had been placed to prevent him from leaving the union capital before he was quizzed on his alleged involvement in
hawala cases. Consequently the hardliners have toughened their stand. The moderates are not quite keen to have a session or two with the interlocutors as they consider them not a decision making body. These moderates want to hold talks with a decision making body and not with a interlocutors who simply can make recommendations. These moderates say they want the Kashmir issue to be settled and this cannot be done by the interlocuters.Hence the hurdle.
Is the Government of India in general and the Prime Minister in paricular in favour of resumption of dialogue ?If you ask this question to those who belong to the camp of moderates among the separatists they say "we are possibly being subjected to kidding."They believe that the Government of India was trying to "outwit" them. They do not relish it and feel that the Government is trying to miss an opportunity that had been provided to it by the separatists and by Islamabad that have been voicing their favour for the resumption of the stalled dialogue. The moderates want both New Delhi and Islamabad to rise above the occasion and after realising the gravity of the situation make a serious exercise on getting engaged in sustained and meaningful dialogue for the resolution of the Kashmir issue.They are apprehensive of Delhi's real intentions. They believe that either Delhi was trying to open the channels of dialogue with Islamabad by
ignoring the separatists and was simply playing politics by making tall commitment on its support for the resumption of the process of dialogue. These separatists want to convey to the Prime Minister that if he wants to see peace in Kashmir and not repetition of the last summer strife in Kashmir he should make serious efforts on opening the channels of dialogue with them,atleast the talks should be between the separatists and the Government of India. No need for mediaters.They wishes so. If the Government wants to tire them out or make them irrelevant both New Delhi and the ruling coalition in the state need to initiate people-friendly measures which would reduce not only peoples' anger but regional conflict.(eom)
