Is J&K’s economic survey jugglery of figures? | Prime Minister’s Reconstruction Plan | | Syed Junaid Hashmi Early Times Report JAMMU, Mar 6: If the manner in which expenditure has been reported for the ongoing Prime Minister’s Reconstruction Plan (PMRP) is any indication, economic survey of Jammu and Kashmir for the year 2010-11 is more a jugglery of figures and less an officially approved sanctified document to be relied upon. The seemingly erroneous compilation has been done by Department of Economics and Statistics which is under the direct control of planning ministry, presently being looked after by Chief Minister Omar Abdullah. There is mismatch between expenditure figures reported by the economic survey and those reported to the union ministry of home affairs, which ironically the ministry had even quoted a few days back in the Lok Sabha. Strengthening transmission and distribution network project: Economic Survey of Jammu and Kashmir government puts the revised cost of the project at around Rs. 1350 crore and expenditure Rs. 841.59 crore by ending November 2010. However, report of the delivery monitoring unit of Union Ministry of Home Affairs, a copy of which is with Early Times, puts the revised cost of the project at Rs. 1350 crore, of which government of India has released Rs. 1180.64 crore while the implementing agency has expended Rs. 851.33 crore latest by February 2011. Interestingly, if the two figures are taken into account, Power ministry could expend only Rs. 9.74 crore between December 2010 and February 2011. This figures when one looks at the expenditure booked by the same department for the electrification of all the villages across the state. Village electrification project Though there are still 136730 BPL households vying for connections in 283 villages, yet the state has in its economic survey put the revised cost of village electrification project at Rs.781.85 crore and shown expenditure as Rs. 423.07 crore by November 2010. DMU report however puts the figure of revised cost at Rs. 835 crore, expenditure at Rs. 627.08 crore by February 2011. Again, if the two figures are taken into account, it is found that the same power ministry of J&K which could expend Rs. 9.74 crore in two months for T&D project, spent Rs. 204.01 crore in two months for electrification. Ramban-Sawalakot Road project Being part of PMRP, work on the Ramban-Dumkund road was taken up in the financial year 2007-08 and is to be completed by March 2011. Economic survey puts revised cost of the project at Rs. 78 crore and expenditure at Rs. 35 crore by November 2010. Incidentally, DMU report maintains that the revised cost of the project is Rs. 94.53 crore while the implementing agency has expended a meager amount of Rs. 23.21 crore by February 2011. This intriguing variation is unexplainable since in this case, the expenditure shown by the economic survey is far higher than the one reported by elite delivery monitoring unit of Union Home Ministry. Pakul Dul Project J&K’s economic survey puts the revised cots of project at Rs.5577 crore by November 2010 while DMU report says that revised cost communicated to it is Rs.5088.88 crore by February 2011. Similarly, Rs.108.37 crore is what the economic survey has shown as expenditure while the DMU affirm that J&K has so far expended Rs. 116.99 crore. Bursar multipurpose Project According to economic survey report, revised cost of the project is Rs. 4378.19 crore and expenditure at around Rs. 88.22 crore by November 2010. Revised cost of economic survey matches the one communicated to DMU. However, expenditure is beguilingly lesser that the one quoted by economic survey in November 2010. DMU report puts the expenditure latest by February 2011 at around Rs. 80.46 crore. Batote-Kishtwar Road (NH-IB) Project The figures are thoroughly a serious mismatch. Economic survey of Jammu and Kashmir puts the figures of revised cost at Rs. 539 crore and expenditure at Rs. 216 crore. In complete contradiction to these figures, DMU of home ministry has shown revised cost as Rs. 855.42 crore and the expenditure as Rs. 594.20 crore. Srinagar- Uri road upgradation project Here again, there are glaring discrepancies in the expenditure booked for the work for far completed. Economic survey of Jammu and Kashmir puts the figures of revised cost at Rs. 300 crore and expenditure at Rs. 296.64 crore by November 2010. The DMU has been told that state has expended Rs. 278.81 by February 2011, a figure which is around Rs.17.83 crore lesser than the expenditure booked by state in November 2010. Similarly, expenditure booked for 9 new women ITIs has been shown Rs. 4 crore higher than what the DMU has reported latest by February 2011. J&K has shown just original cost against the column informing about the project for the construction of health centre buildings, DMU report affirms that against the revised cost of Rs.1051.56 crore, J&K has expended Rs.266.96 crore during the last five years. It needs to be mentioned here that Prime Minister Manmohan Singh during his visit to J&K on November 17 and 18, 2004 announced a reconstruction plan for J&K involving an outlay of approximately Rs.27, 902 crore which includes 67 projects/schemes broadly aimed at expanding economic infrastructure, expanding provision of basic services, providing thrust to employment and income generation and providing relief and rehabilitation to the dislocated and the families of victims of militancy. Further, out of 67 projects and schemes, 31 have been completed and work is in progress in respect of 33 other projects. Preparation of proposals and projects and approval is under process in respect of the remaining 3 items
