Militants' rehabilitation policy draws flak | Only 62 applications received | | Early Times Report Jammu, Mar 7: The much hyped militant rehabilitation policy, it seems, has drawn flak. The police have received only 12 applications since January when the police claimed that fifty applications had been filed by the parents seeking return of their wards from across the LoC. Yesterday, the Chief Minister while addressing the Legislative Assembly said around 62 applications had been received till date. The `poor' response evoked by the rehabilitation programme has also exposed the claims of the government viz-a-viz enforced disappearances in the state. The state government has been saying that the `missing youth' were seeking training in Pakistan administered Kashmir and had not disappeared after arrest as claimed by their parents and human rights groups. But informed sources revealed that not a single application had been received from any listed disappeared person. According to the sources, most of the applications have been filed from Doda, Poonch and Rajouri districts of the Jammu region. Applications have also been received from some Valley districts as well. Under the rehabilitation policy, Jammu and Kashmir youth who went across the LoC to receive training in arms and ammunition can return and reunite with their families. However, all of them shall be required to undergo a process laid down by the policy. The youth after their return shall be taken into custody for a month or so for questioning. After their release, they will be supposed to effect their presence in the concerned police stations every week. They will also be required to seek permission from the concerned police station before leaving the state. Criminal cases against the returnees shall not be withdrawn. The cases filed for illegal border crossing shall also continue. Rehabilitation package can be given only if the surrendered militants behave well. Those who've married across the LoC will not be allowed to return with wives unless Indian high commission in Islamabad permits it. More than 3,000 militants are said to be in Pakistan and Pakistan occupied Kashmir. Many of them have married there and also have children.
