EARLY TIMES REPORT
JAMMU, Mar 7: The government finally budged to the opposition pressure by agreeing to the demand of setting up a House Committee to probe the alleged irregularities in funds allocation under Health, Planning, Finance, R&B and Education sector.
However, the proposed House Committee will now look into such allegations right from the year 2002 when Peoples' Democratic Party (PDP) in alliance with the Congress was at the helm of affairs.
As soon as the proceedings of the House began on the fifth day of the ongoing Budget Session of Jammu and Kashmir Legislative Assembly this morning, the Speaker Mohammad Akbar Lone deferred the Question Hour to announce the formation of House Committee.
"Despite my repeated requests that the opposition should allow Minister for Health to speak in order to explain his position but the entire opposition took a unanimous decision to boycott the proceedings of the House …… The Minister tried to convince the House albeit in vain. Therefore I announce the creation of House Committee to end the impasse…. An order to this effect would be issued later." Speaker Mohammad Akbar Lone said
Earlier, before the commencement of the business of the House, the Speaker convened a meeting of Business Advisory Committee (BAC) to break the deadlock over the issue of formation of House Committee.
"The BAC meeting was called to end the prevailing stalemate in the House…We sat together and it was our collective decision to constitute the committee," Speaker said while informing the House
The Speaker said that the the meeting was attended by Leader of the Opposition Mehbooba Mufti, Deputy Chief Minister Tara Chand, Minister for Law and Parliamentary Affairs Ali Mohammad Sagar, Prof Chaman Lal Gupta, Harshdev Singh, MY Tarigami, Choudhary Mohammad Ramzan, Hakeem Mohammad Yaseen, GM Saroori and Ashwani Kumar Sharma.
In the meeting, it was deliberated at length to look into the allegations by the members that some constituencies have been given additional funds for infrastructure development.
Lone said, "Minister for Health Sham Lal Sharma has already stated in the House that he has no objection in the formation of House Committee."
The Speaker then asked the Sham Lal to clarify further on the issue. The Minister said the posts in the Heallth sector which are being questioned by the opposition are back log posts.
"About 2300 posts created in the Health sector and further given to various districts are since 2002. They also need to be probed…. Doodh Ka Doodh Paani Ka Paani Ho Jayega (Things will be out in the open)." Sham Lal said.
