6 MLCs take part in budget discussion

Jammu, March 9- Resuming discussion on general budget, Mr. B. R. Kundal said capital component is more important for the development of the state, adding high revenue realization of taxes shows that the economy is growing. He said the need of the hour is to encourage private sector to generate employment avenues as there is meagre employment opportunities available in the state.
He stressed to focus on the promotion of agriculture and its allied sectors to generate more employment opportunities in the primary sector. He said raising olive rose, aromatic herbs and Aamla farms, besides encouraging dairy farms, sheep and poultry rearing units would have great impact on the economy.
Mr. Kundal also emphasized on providing adequate marketing facilities to the agriculturists. Regarding power sector, he said the state has vast potential of power generation and needs to be harnessed fully.
Appreciating the budget plans, Mr Naresh Kumar Gupta said that in the budget every sphere of life has been touched. He emphasised special attention on agriculture sector. He said State is bestowed with natural resources but need is to exploit them fully for the benefit of general masses.
Advocating release of 6th Pay Commission arrears to the State Government employees, he suggested utilizing the funds for the same which remain unspent due to vacant posts. He suggested starting job oriented courses in the polytechnic and ITIs of the State so that skilled persons can get the jobs in and outside the State.
He demanded compensation of losses due to Indus-Water Treaty. He also urged for paying attention to promote Khadi and Village industries. He called for taping vast tourism potential, development of identified tourist circuits in the State besides launching a publicity and awareness campaign for attracting tourists. He stressed on promotion of Animal and Sheep Husbandry sectors to make the state self-sufficient in mutton and milk production. He also encouraged plantation of medicinal herbs.
Sheikh Ghulam Rasool appreciated the government for presenting zero-deficit budget. He suggested clubbing the commissions, advisory boards, and committees constituted for various purposes at state and district levels and entrusting their work to the employees already working in the administration. He also suggested conversion of handicraft training centres into production centres, besides providing financial assistance to them for running their business.
Dwelling in details on budget and planning concept, Mr Abdul Gani Vakil said these are interlinked components through which the development of a country or state is reflected. Advocating marketing facilities to the fruit growers, he said state is producing 20 lakh metric tonnes fruits against which only 8.50 lakh MTs are being provided marketing facilities. He stressed on initiating effective power tariff recovery measures, besides effecting recovery of Rs. 500 crore sales taxes from 1514 defaulters.
Mr. B. A. Magrey appreciated the government for presenting budget in which various provisions have been kept for the welfare of common man. Demanding early implementation of Rangaranjan report, he said it will go a long way in providing employment opportunities to the youth of the state. He said the CA&PD has failed in maintaining unified price of essential commodities, adding that sky touching prices of essentials has badly hit the poor population of the State.
Mr. Magray said black marketing, profiteering and fluctuation in price index needs to be checked by setting up of Task Force involving locals to keep vigil in the market. Advocating concerted efforts to promote agriculture sector, he said vegetable production and formation of Milk industry is the need of the hour.
Narboo Gialchan called for promotion of agriculture sector in Ladakh which constitutes 70 per cent area of the state. Saying apricot is the identity of Lakadh, he demanded its promotion with assured market cover so that the produce can be exported to other parts of the country and the world. He said Ladakh Pashmina is famous in the world and demanded its systematic promotion. He also demanded additional funds for development of Ladakh.
