Budget lacks vision, say NCP leader | | | EARLY TIMES REPORT Jammu , March 9; Former minister Thakur Randhir Singh, NCP, president today called upon a special meeting of NCP working committee and discussed in detail the recent budget presented in the state assembly. The NCP leader said that the budget is insipid and lacks vision and focus on delivery mechanisms. Singh welcomed the initiative of the state govt in launching the scheme of Anmol Beti . It would have been more productive to promote and endowment amongst girls passing matric to ensure their gainful employability, particularly the girls in the backward areas lack equality of opportunity in access to provisional and technical courses in recognized institution. Former minister Thakur Randhir Singh said that the state govt seemingly was apathetic towards the demands of the public servants, which is evident from the brewing resentment amongst the bureaucracy. It seems the govt views bureaucracy as a burden rather than as an asset. Singh said this mindset has to be 'hanged to ensure heightened confidence amongst the public servants and to enhance accountability, govt always cites burgeoning strength of govt servants as the cause of financial ills. But govt lacks vision in assisting he public servants to perform with diligence and efficiently. It does not stand to reason why after making commitment for implementation of 6th pay commission the govt is not providing the benefit to the employees. The DA installments are a reckoned fact still the budget does not provide fully for the same, The DA installment due in July 2010 is being released after 10 months. The roadmap of arrears makes a sad reading. II would have been appropriate to discharge the arrears in two yearly installments now which already, mean delay of three years.
