No request for Singh’s extradition forwarded to US
Major Avtaar’s arrest

Jammu, Mar 9: If a video clip circulated widely in Kashmir is genuine then Major Avtaar Singh may not be extradited notwithstanding the claims of the Jammu Kashmir Police to the contrary. The video conveys that Major Avtaar is on US Radaar but shall not be extradited as New Delhi has not sought his extradition.
The video also shows the Major refuting `allegations’ of killing noted lawyer and human rights defender Jaleel Andrabi. The video is actually a news report aired by a local US television channel. “The Islamists want to kill me”, he tells the channel.
The Major was arrested by the US police for a domestic dispute last month. His wife filed the complaint and also told the police that Major was wanted for a case of murder in India. His arrest was perceived as a victory by Jaleel’s relatives and friends. Newspaper reports suggested that the Jammu Kashmir police had sent a team to New Delhi to impress upon the government of India to seek Major’s extradition. However, informed sources revealed that no team had been sent to Delhi. “The state government did not even call the concerned in New Delhi”, they said.
Surprisingly, New Delhi has not forwarded a formal request to the US State Department for Major’s extradition as revealed by the video.
As the State Government’s `inaction’ evoked severe criticism in the Valley, the Chief Minister stated that papers for Major’s extradition had been prepared. The latest developments in the case are not known.
The State Government, according to the Chief Patron of Association of Parents of Disappeared persons (APDP), is under a legal and constitutional obligation to try for Avtaar’s extradition. “The government has filed a case of murder against him. He has to be brought to justice”, he said.
Jaleel Andrabi was taken into custody by troops led by Avtaar Singh on March 8 near his Peer Bagh residence in Srinagar. His whereabouts were not disclosed and on March 27 his body was fished out from Jehlum.
The Kashmir Bar Association filed a petition in the High Court seeking investigation of the case by a special team. The petition was allowed and a Special Investigating team (SIT) was constituted. However, the Major went into hiding to evade arrest. A court in Srinagar has urged the Interpol to get the Major arrested.
