Allegations of 'nepotism' in Helath Deptt echo in Assembly | Nexus between authorities, politicians & bureaucrats: Harsh Dev | | KUNAL SHRIVATSA EARLY TIMES REPORT JAMMU, Mar 9: The allegations of ‘nepotism’ and ‘favouritism’ in the State Health department rocked the Jammu and Kashmir Legislative Assembly today as senior leader of Jammu Kashmir National Panthers Party (JKNPP) Harsh Dev Singh raised the issue during the proceedings of the House. It was during Question Hour that Panthers Party legislator Harsh Dev Singh made a startling allegation on the floor of the House that there is a nexus between higher authorities of Health department and politicians besides bureaucrats who have interference in postings of doctors by way of their influence. While debating a supplementary question related to Healthcare facilities in the state, JKNPP leader Harsh Dev alleged, “The relatives of some politicians, IAS and IPS officers are being posted in the Health Centres located in city areas across the state. The centres have been opened just to facilitate the adjustments of the kith and kin of the influential people….. There is no rational method adopted in establishing the Health Centres.” The moment Harsh Dev made these remarks, the entire House appeared stunned and the members cutting across party lines demanded an inquiry into the serious allegations leveled non other than a senior legislator. “It is a grave allegation which needs to be probed,” CPI (M) leader Mohammad Yusuf Tarigami said The Minister for Health Sham Lal soon got up from his seat to give a clarification over the issue. “It is true that several Health Centres were opened in city limits in Governor’s rule under Jagmohan’s regime as the then government imposed a ban on the private medical practice of the doctors…. In order to provide health care facilities, the government opened evening clinics in city areas.” Health Minister Sham Lal said “Let me very clearly say this on the floor of the House that I want to work over and above the political considerations…. There are 161 doctors and paramedics who are working in these health institutions and they are getting salaries without doing any work… If members desire, I will provide the list of persons posted there.” he added On hearing Minister’s statement, the Speaker Mohammad Akbar Lone said, “You yourself have admitted …. Send all those who are posted in such centres to places where their services are needed more…. The entire House authorizes you to take this step.” Later, while interacting with the media persons outside the Assembly, JKNPP leader Harsh Dev Singh stood by whatever he said inside the House. He demanded that the establishment of the Health centres should be rationalized in a manner that they are opened in deserving areas. “The Minister himself admitted that several health institutions were opened before he took over the charge and acknowledged that there is no need of them …. Health Minister has assured the House that the rationalization process would soon be initiated.” Harsh Dev said “Health institutions have not been distributed rationally ….. Where ever these health centres needed are not being provided while where there is no need are being sanctioned” he added Lambasting the government, the firebrand Panthers leader said that there is ‘gross discrimination’ in allocation of Health centres as they are being provided only on political considerations and to suitably accommodate few favourites. “Despite of the fact that remote and rural areas are experiencing several problems, the government has not opened Health centres there while established such institutions in cities where there is no need….. The centres were opened in cities only to adjust wives of politicians and senior bureaucrats as well as officers so that their spouses not have to serve outside city limits. ” Harsh Dev said that even MLAs representing city areas have also endorsed his view points.
