| Assembly proceedings continue with Deputy Speaker not in chair | | Madni rejects ‘appeal’ of Speaker, seeks seat as legislator | | Early Times Report Jammu , March 9: In what can be seen as something unprecedented in the Parliamentary affairs and perhaps in contravention of the constitutional norms as well, proceedings of J&K Assembly are going on with absence of Deputy Speaker in the House for the last 7 days. Deputy Speaker and PDP leader Sartaj Madni had resigned in protest against the remarks of the Speaker in a section of media on March 3. Even as Speaker Mohammad Akbar Lone today appealed Madni to join the House proceedings, Madni rejected the ‘renewed offer of reconciliation’, contending he was firm on his stand. Madni however comes regularly and is seen in and around the Assembly Secretariate with his colleagues outside the House. While the Speaker made this appeal, Minister for Law and Parliamentary Affairs Mohammad Ali Sagar supported this, calling upon Deputy Speaker to rejoin the House and resume his chair. Mohammad Akbar Lone in his ‘appeal’ on the floor of the House said, ‘’I once again appeal my friend Mr Madni to resume his chair as a Deputy Speaker and participate in the proceedings of the House.’’ Supporting this, Sagar said, ‘’Mr Madani is a senior and respectable member of the House and he should make a comeback.’’ Yeh Nok Jhok To Chalti Hai..........he should not take it seriously (such small naggings happen during the proceedings........), Sagar said adding PDP leader must rejoin the House without further delay. However, Madani simply ignored this and said he was firm on his resignation decision in capacity of the Deputy Speaker. ‘’I was not present in the Assembly and I am not aware about what the Speaker has said........’’, PDP leader said. He however said that he has written a letter to the Speaker to allot him his eat in the House as legislator which as and when is given, he would participate in the proceedings promptly. “After all I am an elected representative.....people have sent me to this House for airing their concerns and for redressal of their problems.....I am bound to raise their issues “, Madni asserted, contending he was keen to do so once given seat of the legislator. “ It is my humble request to the Speaker...and I hope he will consider it”, he added. He said, ‘’today I rewrote a letter to the Speaker to allot me my seat in the House as I am an elected representative and have to raise peoples issues concerning people.’’ It may be mentioned that government earler tried to make reconciliatory efforts by approaching Madni to come and join the proceedings as Deputy Speaker of the Assembly, as Speaker has not yet accepted the resignation. Meanwhile, Speaker is continuing the proceedings of the House with ‘stop gap’ arrangements of some senior leaders assuming the chair of Deputy Speaker when required.
