No yardsticks applied in granting RBA status to rural areas | | | EARLY TIMES REPORT JAMMU, Mar 10: To give the benefits of reservation to the people of Kashmir Valley where the number of schedule Caste people is equilevent to zero, the state Government has come has brought more and more villages under rural Backward category in Kashmir Valley. According to high placed sources this decision has been taken by the Government to provide benefits of reservation to more and more people of the Valley. Perturbed over the major chunk of seats in professional colleges and government services falling in the kitty of reserved categories and to strike a balance in the state the Government has declared various villages of the state as RBA. Under this policy the Government intends to provide the benefits of reservation to the people of the Valley as well who otherwise were not falling in the reserved categories like SC and ST. While 100 percent SC population resides in Jammu region, the majority of STs either belong to the same region or hilly reaches of Kashmir Valley, sources added. To seek benefits for the common man in Valley and ensure that they too get their number of seats in professional colleges as well as Government services, the State Government has already declared large number of villages as RBA while the list of large number of such villages is in pipeline, sources said. Sources said the Valley based parties in the past too had opposed the reservation policy on the plea that the people in Kashmir valley were the main sufferers. This is the reason that the Government has till date failed to provide the benefits in promotions to the deserving people under the reserved categories in promotions till date., sources added. Sources said that now with the declaration of more villages under the RBA category the Government will not only try to strike a balance among the three regions of the state so far as benefits taken under the reservations is concerned, but also claim the share for Kashmir Valley under the reserved categories as well. This way the State Government has also deprived the OBC categories of their 27 percent quota of reservation as granted to them under Mandal Commission recommendations. To misinterpret the term OBC, sources said the Government has incorporated the word RBA i;e rural backward area and not other backward categories. Sources said though people belonging to OBC categories in the state have since the recommendations of Mandal Commission been demanding its implementation in the state and they have also resorted to agitational methods in this regard but the Government has completely rejected the same. Instead of granting 27 Percent reservation to OBCs as recommended by the Mandal Commission the State Government has incorporated the term RBA in its place. Sources said that while granting the RBA status no criteria is being fixed and those villages which the ruling alliance leaders deem fit are being recommended by the authorities for the purpose. Some villages which have proximity to major townships have also been declared as RBA as Government has not made any yardsticks for the same as the decision is based on vote bank politics.
