Rather counters oppn accusations with facts and figures
6000 addl megawatt power generation in 10 years, Rs 100 cr marked for backward pockets

Jammu, Mar 10: Finance Minister AR Rather today countered the accusations effectively made by opposition, particularly PDP against his budget proposals and the budget speech.A veteran in fiscal and financial matters, Rather picked up the allegations one by one and demolished every argument with facts and figures.
In his reply on budget discussion, Rather dwelt in details in every major matter that mattered. The reply for over two hours was loaded with counter arguments intended to clarify some doubts as also to refute the 'charges' made therein by various members. The main target of refuting the allegations, albeit in a very sophisticated manner was PDP's Muzaffar Hussain Baig who hit out at budget proposals in his speech two days back vehemently. However, Rather picked up the threads from every allegation and the points raised and threw light on what he said the real facts and figures.
The finance Minister first chose to dispel the wide accusation that state was heavily dependent on the central debt. Finance minister explained that whatever state was getting as central share of taxes was as a matter of right under the constitutional scheme. The Finance Minister also countered Baig's allegation of increased fiscal deficit contending with facts and figures that it was during PDP's regime that fiscal deficit had almost doubled. He cited figures to prove his point. Rather reminded Baig that it was during 2004 that 12th Finance Commission had recommended to enact Fiscal Responsibilty and Budget management(FRBM)Act which was never enacted until he introdueced the bill in 2006 March which was later followed by the then government in August by its own bill. Rather also countered the allegations on state government having bartered interests of the J&K Bank and people of state by entering into memorandum with with RBY. He contended it was mandatory for every bank to follow RBI regulations and whatever government has done will serve the inetersts of not only the J&K Bank and people, but has also relieved government from the burden of interest of crores of rupees every every year.
Rather elaborately spoke on power scenario and informed the house taht in order to meet the needs and increasing requirements on the front of power consumption, the govt is coming up with ambitious schemes and projects which would augment the additional supply of 6000 MW within next 10 years. Refuting PDP charges, Rather said government is earmarking Rs 100 cr additional amount for backward pockets to fulfil their special needs besides implements two GOI schemes BRGF and BADP. Rather contested PDP accusation that action lacked on ground after what was being committed conteding for the last two years he was supplementing the document with ATR.
