Sham 'dispells' accusations against him, makes counter allegations against Harsh Dev

JAMMU, Mar 10: A day after volley of accusations leveled by the opposition, the Health Minister today sought to clarify the issue of allocation of developmental fun-ds.
Minister for Health Sham Lal stunned the House when he pulled the rug beneath the feet of Panthers Party leader Harsh Dev by alleging that the former Education Minister 'indiscriminately' favoured Ram Nagar constituency in upgrading school infrastructure.
It was during Zero Hour that Sham Lal called the attention of the Speaker to raise a Point of Information on opening of new schools viz a viz up-gradation of various educational institutions in Ram Nagar constituency, being represented by Harsh Dev Singh, while the latter was at the helm of affairs of Education Ministry from 2002 to 2006.
Handing over the details to the speaker Sham Lal got up from his seat soon after the question hour was over and said few people have leveled allegations of disparity and allocation of funds but I want to share details with the house that during 2003-2006 Education Minister in the Mufti Mohd Sayeed government too had diverted maximum funds for his own constituency and sanctioned large number of primary, middle and high schools ignoring demand of other legislators
"212 Primary schools were opened, 94 Primary Schools were upgraded to Middle level, 17 were upgraded to High School level from Middle and 5 new Higher Secondary Schools were established during 2002 to 2006 in Ram Nagar constituency which is represented by former Education Minister who talk of disparity, inequality and rationalization." Sham Lal said
As soon as the Health Minister got up to raise his points and while he was speaking over the issue, the JKNPP legislators including Harsh Dev, who staged a walkout few moments earlier, returned back to the House.
Sham Lal quoted an Urdu couplet to put across his argument, " Woh Qatal Bhi Karen To Charcha Nahin Hoti, Hum Aah Bhi Bharein To Ho Jaate Hain Badnaam."
Responding to the allegations of the Health Minister, Harsh Dev Singh informed the house that when he was Education Minister he had taken every single legislator into confidence and had rightly projected the demands to the Government of India to improve the education infrastructure in the state.
He said he had not allotted the schools on political considerations.
He named few schemes and said I took every one along with me and distributed the funds to ensure equitable development in all the constituencies.
"Not even a single MLA could say that I have not done justice with them while sanctioning new schools…. I accorded sanction to maximum number of Schools in erstwhile Udhampur district to the constituency of present Education Minister and he can not deny it." Harsh Dev maintained
It may be mentioned that Harsh Dev Singh first opened the 'Pandora's Box' against the Health Minister by alleging a few days back that while allocating funds for the health centres, Sham Lal Sharma had deliberately ignored his constituency and diverted huge funds in his own constituency and had established maximum health centres there.
