Naggings between Mankotia, Er Rashid leaves LA in clamour | My voice is being suppressed in the House: Er Rashid | | Kunal Shrivatsa JAMMU, Mar 10: The eighth day of the ongoing Budget Session of the Jammu Kashmir Legislative Assembly once again witnessed uproarious scenes coupled with heated exchange of words and a minor scuffle between Jammu and Kashmir National Panthers Party (JKNPP) legislator from Udhampur and independent MLA Engineer Abdul Rashid representing Langate constituency. The noisy scenes and trouble in the House started to build up during Question Hour when Engineer Abdul Rashid annoyed by the Speaker's disallowance to let him speak, began to shout loudly in protest. Rashid repeatedly urged the Speaker to give him few minutes to speak so that he could raise issues concerning to the people of his assembly segment, but the Chair overruled the request of the member. On being denied an opportunity to raise issues of his people, the MLA Langate yelled and alleged that the Speaker is denying him his right to raise public interest issues on the floor of the House. Fuming with anger, Engineer Rashid said that he is elected representative of the people but still his voice is being suppressed in the House. Alleging that Health and Finance Ministers are paying no attention towards the development of his 'neglected' constituency, the enraged MLA approached the well of the House but the Watch and Ward Staff stopped him to proceed further. The MLA, however, stood there and kept on shouting. Meanwhile, JKNPP legislators, who had staged a walkout earlier, came back into the House, when saw that Engineer Rashid is still creating uproar and not letting the House to function smoothly, raised objections over the behaviour of the independent MLA. "He is mentally unsound… Please throw him out of the House," Balwant Mankotia said As soon as the Panthers MLA Balwant Mankotia uttered these words, Engineer Rashid got furious and screamed at Mankotia and his other colleagues. The reaction of Engineer Rashid infuriated Mankotia, who approached towards the former, but the alert Watch and Ward Staff stopped him to move further, however, a minor scuffle between the two MLAs could not be prevented. Even as Speaker Mohammad Akbar Lone was witnessing the uproar created by Engineer Rashid with utmost restraint but on seeing that the MLA is not responding to his appeals to occupy his seat and his behaviour led to a scuffle, the Chair reprimanded Rashid. Asserting that the legislator is 'degrading the dignity' of the House, the Speaker asked Engineer Rashid to go through about the rules of the House and handed over him a copy of the Rule Book. "Mend your ways Mr Rashid, otherwise I have no other option but to direct my people to take you out of the House…. Please go outside and read the Rule Book first," Speaker Lone said Agitated over Engineer Rashid's unruly behaviour, senior JKNPP leader Harsh Dev Singh said, "It is the contempt of the House ….. He can't hold the House to ransom…. He should be disqualified." In the meantime, senior Peoples Democratic Party (PDP) leader Muzaffar Hussain Baig intervened and appealed Engineer Rashid to go by the directions of the Chair besides maintaining the dignity and decorum of the House. "I am disappointed the way Chair is being targeted…. Rashid Saheb, don't repeat the mistakes committed by few of us… I appeal the Chair not to take stern action against Mr Rashid." Baig said The disheartened Engineer Rashid, who listened with rapt attention what Muzaffar Baig and others said, rose up to say something. Engineer Rashid said, "I have full respect of the Chair and House….. If I am creating nuisance, I voluntarily leave the House." |
