Assembly 2011 | Discussion on Finance grants in LA | | EARLY TIMES REPORT JAMMU, March 11:- Initiating discussion on the Demand of Grants for the Finance and Ladakh Affairs Department, Ch. Mohammad Ramzan said that government should impress upon the banks to provide loans to unemployed youth to establish their income generating units under different centrally sponsored schemes. He called for strengthening post harvest management for ensuring quality of horticulture produce in the Valley. He demanded establishment of cold chain system to enhance the shelf life of fruits. He also stressed on taking appropriate steps to check price rise of the essential commodities. Mr. Nizam-ud- Din Bhat called for maintaining transparency in the execution of various projects and utilization of funds thereon. He asked for removing regional disparities while allotting funds for different schemes. Er. Rashid sought reforms on cross LoC trade. He called for strengthening the functioning of State Financial Corporation so that more and more people can avail benefits from this institution. He asked for exempting tax to transporters of Valley as their vehicles remained off the road during unrest during last summer. Mr. Sajjad Ahmed Kitchloo called for earmarking adequate funds to improve road connectivity in Doda district. He suggested enhancing daily wage rate from 125 to 150. He also called for opening the offices of Excise and taxation in Doda district. Mr. Harshdev Singh alleged that maximum tax collection is being made from Jammu division but funds allocation is inadequate as compared to Valley. He suggested certain measures to save funds. He suggested downsizing the cabinet and abolishing the Upper House as has been done in other states of the country. By doing so, the State can save lot of funds which can be utilized on the development schemes, he maintained. Mr. Mohammad Sharief Niaz stressed on strengthening the monitoring mechanism to ensure judicious use of funds on different projects. He requested for opening of Treasury Office and J&K Bank branch in Bela- Thathri area for the convenience of people of far-flung areas. Prof. Chaman Lal Gupta demanded formation of effective transfer policy to avoid pre-mature transfers adding that at present there is no such transfer policy. He also called for initiating serious efforts for regulating funds so that these can be utilized on ground for development. He said that there is no comprehensive plan for the upliftment of weaker sections and demanded measures for their welfare. Mr. Javed Mustafa Mir demanded fair execution of the projects to boost development and benefit people. He also advocated for filling up of posts of doctors and other staff for PHC Chatergam of Chadoora constituency. He also demanded enhancement of pay and grades of employees of Assembly Secretariat at par with Parliament. Mr. Ashwani Kumar Sharma said that the State Finance Commission constituted for addressing regional imbalances has lost its credibility as its report has not been made public. He pleaded early regularization of adhoc Daily Wagers and Contractual appointees in different departments. Mr. M.Y. Tarigami stressed on addressing the regional centric problems so that legislators could find time to have holistic view of concerns of the State. He also demanded a comprehensive report in the House indicating utilization, expenditure of funds under centrally sponsored schemes. The government should also stop the unproductive expenditure in different sectors, which include creation of unnecessary institutions. Ch. Zulfkar Ali urged for maintaining financial discipline and demanded development of rural areas which are deprived from basic amenities. He projected for immediate relief of imposed tax on edible oil and stressed on clearance of power bills from government departments. He invited attention towards separate flag with emblem by the Ladakh Hill Development Council which will pose a great threat to the State unity with Centre. Mr. Balwant Singh Mankotia wanted to know the authority exercising administrative control over J&K Bank and demanded stoppage of licence to women folk for opening of Bars in Jammu division. He also demanded early regularization of Adhoc, contractual and daily wagers in different departments.
