Why Kashmiri leadership opposes separation of Jammu from Kashmir? | | | Neha JAMMU, Mar 12: The BJP, the Panthers Party and the Jammu State Morcha (JSM) are, it seems, working in tandem and taking up the issue of discrimination with Jammu in a big way. Ever since February 28, when the budget session started, these parties have been trying their best to corner the NC-Congress coalition government, exposing what it calls its misdeeds and discriminatory policies and drawing the attention of the powers-that-be in the state to the miserable plight of the people of Jammu province, including the wretched life the approximately two million refugees have been leading in this grossly ignored province. They have staged a number of walkouts during the past 13 days or so to register their bitter opposition to the manner the state government has been behaving and treating the people of Jammu province. The BJP, the JKNPP and the JSM have not only been highlighting the baneful and adverse impact of the discriminatory policies on the people of Jammu province, but also taking up ideological issues, all aimed at exposing those seeking greater autonomy and self-rule or aimed at widening further the already rather wide political and constitutional gulf between the state and New Delhi. In other words, these parties are doing their best to defeat those indulging in politics of communalism and soft secessionism, besides taking up Jammu-specific issues, including disparities in allocation of funds for developmental activities, inadequate share of Jammu in the vital service sector and delay in the establishment of the Central University. So much so that the BJP, the JKNPP and the JSM have been taking on those Kashmiri legislators who have sought to defame the Dogra rulers and putting this in perspective, thus warning the biased Kashmiri legislators that the people of Jammu province would tolerate any attempt whatever on their part to cause an affront to their self-respect. To be more precise, they have started asserting and demonstrating the Jammu psyche. If one goes by the role the BJP, the JKNP and the JSM have been playing on the floor of the Legislative Assembly since February 28, one can say with some degree of confidence that these parties have forgotten their difference as far as the cause of Jammu as well as the cause of the nation is concerned. The most striking aspect of the whole situation as it has developed during the past couple of weeks is the insistence on the part of these parties on a political instrument that empowers the people of Jammu province to shape and control fully their political and economic future. During the past two weeks, these parties have put forth demands on the floor of the Assembly ranging from statehood for Jammu to reorganization of the state to the establishment of development board, all indicating their concern for the constituencies they represent. This has alarmed to an extent the Kashmiri leadership. That's the reason the Kashmiri leaders like the Finance Minister and others of his ilk have opposed tooth and nail the idea of Jammu getting statehood and stated that that they would not allow anyone to tinker with the unity and integrity of the state. They have declared that the unity and integrity of the state has to be maintained at any cost. The Finance Minister had described yesterday Jammu and Kashmir as a single territorial unit, notwithstanding the fact that only on March 7 he had used the terms regions and sub-regions in his budget speech leading to a clash on the floor of the Assembly between one of the BJP MLAs and some Kashmir based MLAs. The BJP MLA took to task the Finance Minister on March 10 on the floor of the Assembly saying "there do not exist sub-regions in the state" and that "there exist only three distinct regions, Jammu, Kashmir and Ladakh." He had also accused the Finance Minister of thinking in terms of implementing what he called the "Dixon Plan." Earlier on February 28, the State Governor had also used the terms regions and sub-regions in his Address to the Joint Session of the Legislature.
