| Restructuring of Directorate of Statistics in offing : Karra | | | Jammu, Nov 13 Evaluation is an important agent of change and plays a critical and credible role in supporting accountability, said the Minister for Finance Planning and Law Affairs Mr. Tariq Hameed Karra here today while inaugurating 3-day workshop on evaluation and monitoring. The workshop was organized by Directorate of Economics and Statistics in collaboration with Planning Commission of India. The Minister said that role of evaluation in ensuring sound governance has been recognized in the planning process and, a large number of evaluation institutions have been established at the Centre and in States to aid planning and policy making, which needs to be strengthened now. “There is a progressively rising demand for unbiased and authentic information on the impact of public programmes. Such demand is being generated both from within the government and from outside. The implementing Ministries and departments are seeking evaluation results as resource allocation and budgetary processes of development programs. As a part of the Reforms Process initiated in early 1990s, there is also an increasing demand for evaluation results by the planning Commission, the Ministry of Finance and the aid agencies. An exciting new development is the growing interest from the civil society organizations including Non-Government Organizations (NGOs) in public management of the development process as well as its impact. This has manifested itself in an array of measures ranging from ‘Jan Sunwal’ (Public hearing) at the local level to highly researched reports on issues of social concern such as Education and Health for all”, he said. The Minister said that to serve the basic purpose of bringing improvement and efficiency in the development programmes there is need to make the evaluation studies duty for the concerned implementing agencies to with regular follow-up at a very senior level. The findings may even go to the cabinet for over all view. Some mechanism needs to be evolved that could in some way link the evaluation findings with the funding of the programme/scheme evaluated. Further more, an arrangement could be worked out to highlight the success stories together with weaknesses, pilferages and loopholes, if any, in the programme as brought to surface by the evaluation studies for creating awareness among the masses. This may be done through State Information Department using prominent TV channels, Radio and print media. Short duration feature films may also be produced as is done at the national level to drive the point home, he maintained. Mr. Karra said that the monitoring mechanism of State Government needs to be strengthened with a view to ensure regular monitoring of developmental schemes/programmes/projects in the state. He said size of plan outlay allocations for centrally sponsored schemes and institutional finances has increased considerably over the period. As such the monitoring of all works including key infrastructure and social sectors major projects has to be given special consideration to watch their performance on periodical basis.
