Delay in setting up CU,a cause of concern | | | If the BJP and the Panthers Party members raised in the state Assembly the issue of delay in the setting up the central university in Jammu they were essentially voicing the sentiments of the people of the region. In fact the establishment of the central university in Jammu has attracted a controversy right from the day Prime Minister,Manmohan Singh, announced the centre's plan of setting up such university in a number of states including Jammu and Kashmir. The Jammuites had no other alternative but to agitate when the state Government had plans of setting up the campus in Srinagar. Ultimately the campaign of the Jammuites carried weight and the central Government was compelled to sanction two central universities for Jammu and Kashmir.The matter did not end there.It was followed by another controversy when number of academicians and political leaders belonging to the Jammu region opposed the Government of India's plan of appointing Amitabh Mattoo,a former vice-chancellor of Jammu university, as the vice-chancellor of the central university.Those who opposed Matto's candidature for the vicechancellor's post wanted a local academician to occupy the coveted post.They were opposed to Mattoo because of his writings in newspapers in which he had, as per the version of the campaigners, sided with the separatists. The controversy was allowed to last for one year and it was a month back that Mattoo himself had refused to accept the offer for the vice-chancellor’s post. But what next ?Nobody in the centre has been in a position to end the mystery round the filling of the vice-chancellor' chair. The state Government has completed the task that had been assigned to it. It had identified and acquired land for the university and it is for the central Government to start the project and select the vice-chancellor’s far there is no news about any progress about the university project. No doubt it is the job of the centre to start the project, fill all the posts etc but the state Government is supposed to goad the Human Resources Ministry to move fast as even the start of the project as suffered inordinate delay. Silence on the part of the state Government is being construed as lack of interest on the part of the ruling coalition. Here the role of the state unit of the Congress cannot be understimated.It is the leaders belonging to the Congress from the Jammu region who can prevail upon the Congress high command to force the Union Human Resources Ministry to expedite selection and appointment of the vice-chancellor. Reports had indicated that the Union Human Resources Ministry had prepared a panel of names for the vice-chancellor’s seat. If Amitabh Mattoo has declined the offer to join Jammu central university as the first vice-chancellor the Ministry should select one among the panel that has ben prepared earlier. Well only the state and the central Governments cannot be faulted for the delay in the start of the project. One has to hold academicians and political leaders of Jammu responsible for it. Had they not raised any objections against the candidature of Mattoo the project would have already been started. If they raised certain objections they should have either suggested a panel of names for the post or persuade the Human Resources Ministry to expedite selection process. As far as Mattoo's performance as vicechancellor the University of Jammu is concerned it has not been as dismal as his critics allege. It was during his tenure that the Jammu university evolved as a centre for excellence.Whatever views and ideas Mattoo holds that would not have affected the growth of the central university because as vicechancellor of the central university his job was to ensure speedy completion and development of the seat of learning and not preach politics.Mattoo has a long experience as an educationist, teacher and administrator,the three traits that are ideal for a man to occupy the vice-chancellor’s chair.
