How can SMC contest the rating?
3rd dirtiest city

Jammu, Mar 13: Last year, the city of Srinagar, which also happens to be the summer capital of the state, won the distinction of being the third dirtiest city of India. The concerned vehemently contested the rating. But when a municipality has just 600 sweepers against a required strength of 3800, the plight of the city can only be imagined.
The Municipality, therefore, is short of 3200 brooms. And this makes the civic body liable of contempt of the Apex Court. The Supreme Court of India wants 20 sweepers for one square kilometer. The Srinagar municipality has only 600 for an area of 300 square kilometer.
The Municipality, according to insiders, has to collect around 300 metric tons of refuse and garbage from the municipal limits of the city every day on an average basis. An official of the Municipality preferring anonymity said such a Himalyan task cannot be undertaken by 600 men. "We need more sweepers to achieve the target", he said.
Sources said the Municipality recruited 150 sweepers on a consolidated salary of Rs 2100 per month from September-December last month. But for unknown reasons, the Municipality has not entrusted the job of keeping the city clean to them, sources said. "They work as peons in Ward Offices of the Corporation", the sources said. .
Samoon had also urged the Municipality to constitute sanitation clubs comprising of sweepers as its members. The Municipality need not pay any salary to such clubs. They work for a few hours in the morning and get some remuneration directly from the people.
Although the Municipality has informed Samoon that 135 clubs existed in the city, he has not seen any club existing on the ground, reported a local English daily.
According to the commoner on the street, it is very difficult to exonerate the Municipality of its responsibility for earning Srinagar the `3rd dirtiest city of the country'.
