RTC, CBMs must for ensuring 'inclusive dialogue', says Mufti
'Separatists won't spurn offer if 'pre conditions' fulfilled'

Jammu, Mar 13: Jammu: Main opposition party of the state Peoples Democratic Party today strongly vouched for need to convene Round Table Conference by the Prime Minister Dr Manmohan Singh before initiating CBMs on ground, with Huriiyat Conference onboard along with other mainstream parties. PDP Patron and former Chief Minister Mufti Mohammad Sayeed said this will 'set the ball rolling' for creating a conducive atmosphere in the state for making the dialogue process 'all inclusive' and meaningful.
"There must be a beginning for creating congenial atmosphere prior to an "inclusive dialogue" with all stakeholders, separatists and the mainstream parties to find a lasting solution to the Kashmir problem………….", Mufti Sayeed said adding that PDP and the separatists shared identical views over four Confidence Building Measures (CBMs) and if these are implemented it will be helpful for creating a congenial atmosphere for the dialogue process to be effective and meaningful and eventually in resolution of the Kashmir issue. Mufti stated this while addressing a huge rally organized by the party at Parade Ground today.
Making a loud call for fulfilling what he termed as 'pre conditions' for the dialogue, Mufti said the demands like the release of political prisoners, youth and students, the withdrawal the troops from civilian areas, withdrawal of Armed Forces Special Powers Act (AFSPA) and Disturbed Areas Act (DAA) are the issues Hurriyat Conference is also vocal about. " These have become obstacles in making the dialogue meaningful for both PDP as well Hurriyat demands steps from the government in this direction", he said asserting "Once these demands are fulfilled, the Prime Minister should hold an all inclusive Roundtable Conference with all stakeholders, separatists and the mainstream parties to find a lasting solution to the Kashmir problem……I feel no group could afford to spurn the dialogue offer provided that four conditions would be fulfilled before extending any invitation," he said, adding, "If they continue to stay away from dialogue then people are the best judges to decide about their role."
The PDP Patron said his intentions on establishing lasting peace were clear and honest. " My party has always extended and will keep extending the fullest support to the peace initiative. However, both the separatists and the mainstream parties should be part of that political initiative, he stressed. The former Chief Minister said PDP had always given preference to ballot over bullet and even proved this by action. " I firmly believe ballot is the supreme institution of democracy………my efforts are for bringing lasting peace", Mufti said. " Meri Neeyat Main Khot Nahi Hai……Main Aapki Awaz Hoon….Aaap Meri Awaz Bano……Aaapka Mustakbil Apney Hathon Main Hai……( I am sincere in my efforts…..I am your voice and you try to become my voice…..your future is in your hands……), Mufti Sayeed said.
Expressing disappointment over Centre's commitment on 8 point formula for J&K, former chief minister pointed out that even after the visit of the all party delegation to the state and announcement of the eight point agenda, the government had not taken a single step except appointing the interlocutors. Coming down heavily on ruling National Conference, Mufti said instead of facilitating the dialogue process, the party was creating problems and bottlenecks for peace process in the state. "This government is neither the facilitator nor the part of resolution instead it has aggravated the problems," he observed.
"I sincerely desire that Jammu and Kashmir should be the land of peace and tranquility……. The PDP's self rule formula is within the realm of reality…….. we have also taken the oath of allegiance to the Indian Constitution and any decision to the problem will be held within the framework of Indian Constitution", Mufti said while elaborating points of the Self rule document. He said it was PDP which put in place the concept of good governance and stopped the policy of unwarranted arrests….but whatever we had achieved in that direction this government has washed everything away with wrong steps and wrong policies. Throwing light on Self-Rule proposal, he said Article 356 should not be implemented in Jammu and Kashmir
Castigating the BJP for opposing the dialogue with separatists' leaders, the PDP patron said that the party was adopting "double standards", recalling the former Deputy Prime Minister, L K Advani had himself held talks with Hurriyat leaders.
"The National Conference and the BJP remained in alliance for five years. The BJP had never raised the issue of abrogation of Article 370 while the National Conference had also maintained silence over its autonomy proposal," he maintained.
