| SVO presents challan against 8 SKUAST officials including ex-VC | | |

JAMMU, Mar 14: State Vigilance Organization (SVO) Jammu today presented challan against eight officials of Sher-e-Kashmir University for Agricultural Sciences and Technology (SKUAST) Jammu including former Vice-Chancellor Dr. Nagendra Sharma in illegal appointments case.
Others against whom challan has been presented includes former Registrar Ashok Kumar Koul, former Estate Officer now Executive Engineer SKUAST Iqbal Singh, then Comptroller SKUAST Vijay Kumar Soi, Vishal Tandon, Vinayak Vikram, Narender Kumar Raina and Ankur Sharma
According to challan, verification was conducted into the allegations of illegal appointment/promotions made by Dr. Nagendra Sharma during the period from 2005-2008 which revealed that VC constituted different committees to scrutinize eligibility of candidates, awarded interview marks and recommended the panel of candidates on the basis of merit for the appointment to different posts.
VC also happened to be the Chairman of such committees, subsequently approved candidates out of the panel recommended against the available posts. SKUAST Jammu would thereafter issue appointment order on the basis of available vacancies. It was found that in terms of the notification No 02/ESTT of 2006 dated November 17, 2006 issued by Registrar SKUAST Jammu amount other posts 33 posts of Assistant Professors, Assistant Scientists, One Medical Officers/SMS were advertised.
Person appointed five candidates as Assistant Professor/Specialists (SMS) in excess of the advertised posts, besides one Rakesh Kumar beneficiary was found to have applied for post of Assistant Professor. VC being a chairman in league with Registrar Ashok Kumar Koul in gross violation of recruitment rules dishonestly made appointment of Rakesh Kumar who had not been recommended by the selection committee as Assistant Professor against non-available posts and his salary was drawn against the post of Assistant Director (statistics).
VOJ after conducting the enquiry in the instant case registered a case u/s 120-B RPC r/w section 5(1) (d) and 5(2) J&K PC Act 2006 BK against Dr. Nagendra Sharma then Vice Chancellor SKUAST Jammu, Ashok Kumar Koul then Registrar, Iqbal Singh then Estate Officer now Executive Engineer SKUAST, Vijay Kumar Soi then Comptroller SKUAST and others.
During the investigation, record was seized and statement of witnesses were recorded and today after completion of the investigation presented challan in the Court of Special Judge Anticorruption Jammu against the accused. Special Judge Anticorruption Jammu AK Koul today directed the accused persons to file surety and personal bond to the tune of Rs 25000 each.
