Let separatists help peace process

The PDP patron,Mufti Mohd.Sayeed,has advocated the need for creating an atmosphere which was conducive for talks because the Kashmir issue can be settled through the process of dialogue.He wants congenial atmosphere to be created for enabling the Government to hold talks with all shades of political opinion,including the separatists,for the settlement of the Kashmir problem.The idea or the desire of the Mufti should not annoy anybody.Infact it should be accepted as the need of the hour.But who or which side is to ensure promotion of congenial atmosphere ?The Mufti has neither explained it nor held anyside responsible for vitiating the atmosphere.No doubt a leader of the stature of Mufti Sayeed is supposed to be aware of the forces that vitiate the atmosphere in the state which is one of the factors responsible for delay in the resumpton of the process of dialogue.He knows it fully well that besides the vested interests those separatists,who are backed
by agenies across the border,try to keep the cauldron of violence boiling so that the Kashmir issue continued to remain unsettled.It is an admitted fact that the vested interests and the separatists thrive and can keep their shops open so long the Kashmir issue remains unresolved.
The Mufti favours a congenial atmosphere for talks to begin.Let us start step by step.The centre appointed three interlocuters to have series of sessions with all shades of politial opinion and with those who are on the other side of the fence.During the last about three months the interlocuters had fruitful interaction with all mainstream political leaders,including those that belong to the PDP.They held discussions with leaders of trade and commerce,academicians and students.But til date they had failed to have a session with the separatists.Initially the separatists,both hardliners and the moderates,showed no interest in meeting the interlocuters.Later they said they could consider meeting them once they receive formal invitation.This demand was conceded and again till date these separatists are not prepared to accept the invitation.They have imposed conditions.They want the AFSPA and the troops to be withdrawn from the
state.They want all detaines to be released and the DAA to be repealed.These demands are being voiced by the Mufti indicating that a meeting between the interlocuters and the separatists can be possible only after the Government concedes these demands.
The latest reports have indicated that the Government has no plan on withdrawing AFSPA and the troops because it fears that once it was done if not the entire state the valley of Kashmir could be plagued by fresh wave of violence and unrest.Syed Ali Shah Geelani too has stated that he would not give calls for hartal and protest rallies if there were no killings and arrests and harrassment of people.Again he too has imposed conditions for behaving decently.In view of these developments one may be forced to hold the separatists and militants,operating in Jammu and Kashmir,responsible for delaying the resumption of the process of dialogue.If the separatists come forward and accept the invitation for dialogue and direct the militants to avoid kikcing up violence they would be doing a great service to the people of the state.They would definitely create congenial atmosphre for the process of dialogue to begin.If they do it and the security
forces keep on arresting people and commiting human rights violations even the staunch nationalist forces would hold them responsible for vitiating the atmosphere.Thus the ball is in the court of the Mufti and the separatists
